BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 4, 2014
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: Milligan Assembly of God Church FLUM Amendment/Rezoning
DEPARTMENT: Growth Management
BCC DISTRICT: 3
PUBLIC HEARING: Consideration of a request changing the use of land submitted by Westerra
Development, Inc. as agent for Milligan First Assembly of God Church, Inc. relating to property
located at 5408 Highway 4, Baker. The request is to change the Comprehensive Plan Future
Land Use Map (FLUM) designation for the property from Rural Residential (RR) to
Commercial (C), or a more restrictive FLUM designation. If the FLUM amendment is
approved, request to rezone the property from Residential Rural (RR) district to General
Commercial (C-3) district, or a more restrictive zoning district. Property contains 5 acres, more
or less.
STAFF FINDINGS:
• The Church would like to construct a 10,000 square foot Family Life Center.
• The current RR zoning allows houses of worship with a floor area ratio (FAR) of .10 and a
maximum 55% impervious surface coverage (ISC).
• The FAR and ISC allowed in RR is not sufficient to accommodated the Church’s proposed
construction plans.
• The C-3 zoning allows houses of worship with an FAR of .75 and 85% ISC which is sufficient to
accommodate the Church’s proposed construction.
• The subject property is proximate to another property already designated C on the FLUM and
zoned C-3.
PUBLIC COMMENT/OPPOSITION: None to date.
PLANNING COMMISSION: The Planning Commission voted unanimously to recommend approval at
a public hearing held January 9, 2014.
MILITARY REPRESENTATIVE: No comment.
STAFF POSITION: Staff has no objection to the proposed FLUM amendment and rezoning.
RECOMMENDATION: It is recommended that the Board consider the facts presented herein, the
Planning Commission recommendation, as well as any facts that may be presented at the public hearing,
and then decide whether or not to adopt the requested FLUM amendment and rezoning by ordinance

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 4, 2014
TO: Honorable Chairman and Members of the Board
FROM: Dino J. Villani
SUBJECT: Ocean City-Wright FCD ALS Fire Engine Partnership Program
Agreement
DEPARTMENT: Public Safety
BCC DISTRICT:
STATEMENT OF ISSUE: Request approval of the updated interlocal agreement with Ocean
City-Wright Fire Control District to provide advanced life support care under the Advanced Life
Support License held by Okaloosa County Department of Public Safety.
BACKGROUND: Okaloosa County Department of Public Safety’s Emergency Medical
Services (EMS) Division is the sole licensed provider of Advanced Life Support (ALS) pre-
hospital medical care and transport in Okaloosa County under Chapter 401 Florida Statutes and
Chapter 64J Florida Administrative Code and is authorized to permit, under the EMS license,
mutually agreed Fire District Apparatus as non-transporting ALS vehicles for the purpose of
enhancing EMS response. The Ocean City-Wright Fire Control District has operated permitted
non-transport ALS vehicles under this agreement since 2008. Additionally, this agreement will
allow Ocean City-Wright Fire Control District (OCWFCD) paramedics to function under the
County Public Safety program’s medical direction, protocols and standard operating procedures.
The agreement was updated in December 2013 to reflect technical changes related to training
opportunities, Quality Assurance, Medical Direction, and performance expectations for EMS and
fire department paramedics. The agreement also clarifies the patient care responsibilities of fire
department and EMS paramedics at the same scene and the processes by which the privilege to
practice as a paramedic under this agreement can be withdrawn from an OCWFCD paramedic.
OPTIONS: Approve/Disapprove.
RECOMMENDATIONS: Approve the interlocal agreement with Ocean City-Wright Fire
Control District.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 4, 2014
TO: Honorable Chairman and Members of the Board
FROM: Dino J. Villani
SUBJECT: Outstanding Century Link Invoice
DEPARTMENT: Public Safety
BCC DISTRICT: All
STATEMENT OF ISSUE: Request approval to pay Century Link for one outstanding invoice
(September 2013) for $22,407.48.
BACKGROUND: Century Link is the vendor responsible for maintaining and supporting
Okaloosa County 911 equipment. Okaloosa County received grant funding in 2010 for a
Solacom IP-based selective router for the 911 system. The grant covered the cost of the
equipment, installation (completed in 2012) and first year of maintenance. The invoice with this
agenda request is the second year of maintenance for the Solacom router and covers the period of
September 2013 to September 2014.
Apparently, this invoice was received late and forwarded from Finance to Public Safety in
January 2014, as Century Link originally sent the invoice to the incorrect address of the old
Public Safety Administration Office in Shalimar. Consequently, we are unable to pay this via
purchase order, since the invoice is dated in September and would be considered to be an 'after
the fact' purchase order. Continual support from Century Link on the Solacom router is
necessary to maintain Okaloosa County's robust 911 system.
OPTIONS: Approve/Disapprove.
RECOMMENDATIONS: Recommend approval of a direct payment for the outstanding
invoice to Century Link.

SUBJECT: Resolution calling for Referendum for Tax Exemption Program
DEPARTMENT: County Administrator
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board needs to adopt resolution calling for a referendum to be
placed on the August 26, 2014 ballot for the Ad Valorem Tax Exemption Program renewal.
BACKGROUND: On October 15, 2013, the Board of County Commissioners approved a
referendum option in conjunction with August 2014 primary election pertaining to the Ad
Valorem Tax Exemption Program renewal.
The Economic Development Ad Valorem Tax Exemption is an incentive program in which
Okaloosa County voters authorized the board to grant qualifying businesses an exemption in
their county property taxes of up to 100 percent for up to 10 years. This program was initially
approved by voters in 1981 and renewed in 1992. In September 2002, voters rejected the
program. In March 9, 2004 voters approved the revival of the program.
Per Section 3, Article VII of the State Constitution: (c)Any county or municipality may, for the
purpose of its respective tax levy and subject to the provisions of this subsection and general law,
grant community and economic development ad valorem tax exemptions to new businesses and
expansions of existing businesses, as defined by general law. Such an exemption may be granted
only by ordinance of the county or municipality, and only after the electors of the county or
municipality which is voting on such question in a referendum authorize the county or
municipality to adopt such ordinances. An exemption so granted shall apply to improvements to
real property made by or for the use of a new business and improvements to real property related
to the expansion of an existing business and shall also apply to tangible personal property of such
new business and tangible personal property related to the expansion of an existing business.
The amount or limits of the amount of such exemption shall be specified by general law. The
period of time for which such exemption may be granted to a new business or expansion of an
existing business shall be determined by general law. The authority to grant such exemption
shall expire ten years from the date of approval by the electors of the county or municipality, and
may be renewable by referendum as provided by general law.
The authority to grant exemptions is set to expire in March 2014. The authority may be renewed
for subsequent 10-year periods if each 10-year renewal is approved in a referendum. Florida
Statute 196.1995 has been provided as Exhibit A.
Cost analysis for a referendum by the Okaloosa County Supervisor of Elections is provided in

WHEREAS, Okaloosa County, Florida (the "County") will incur various costs and
expenditures relating to certain capital costs associated with improvements to County properties,
including the southside annex; and
WHEREAS, the County has determined it is in its best interest to reimburse such costs
from proceeds of tax-exempt debt; and
WHEREAS, the United States Department of Treasury has issued various regulations in
regard to reimbursement of governmental costs through the issuance of tax-exempt debt;

AGENDA REQUEST
DATE: February 4, 2014
TO: Honorable Chairman and Members of the Board
FROM: Sunil Harman
SUBJECT: Submission FY 2014 FAA Grant Pre-applications
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve
three Federal Aviation Administration (FAA) grant pre-applications for FY 2014
BACKGROUND: Each year, the FAA calls for pre-applications for Airport Improvement
Program grant funding. The pre-application is for FAA programming of funds only. Each
formal application will follow when projects have been bid and firm funding requirements
are known. Projects are funded from Entitlement Funds appropriated by Congress from
the Airport and Airway Trust Fund consisting of various aviation taxes. Commercial
Service Airports receive entitlement funding by formula based on passenger boardings.
Okaloosa's CY 2012 enplanements of 373,542 result in $2,723,656. The FY 2014 requested
project funding totals $3,353,000 which requires $629,344 of prior year unused availability.
The three requested projects are: $2,000,000 for Destin's Air Traffic Control Tower,
$1,260,000 for two ground level Passenger Loading Bridges (PLB) to replace unsafe ramps,
and $93,000 to install baggage lifts on three existing PLB to meet the current standard.
These requested FAA funds meet 90% of the total cost, with FDOT and local Passenger
Facility Charges equally sharing the remaining 10%. These projects were approved in the
FY 2014 budget Capital Improvement Program.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 4, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Grand Lodge of IOOF - Possible Purchase of Property
DEPARTMENT: Water and Sewer
BCC DISTRICT: Grand Lodge of IOOF - Possible Purchase of Property
STATEMENT OF ISSUE: OCWS staff requests BCC approval to negotiate for the purchase
of the land comprising the southwest corner of the parcel at the intersection of Lewis Turner
Blvd and Oddfellow Parcel ID: 35-1S-24-0000-0031-0000. Two appraisals will be required and
BCC authorization is also requested to select and contract with two qualified appraisal firms to
perform the appraisals. Once a negotiated price has been reached, OCWS staff will bring the
matter back to the BCC for review and approval. The owners (Miracle Strip Lodge C/O Grand
Lodge of Florida, 1664 West 42nd Street, Hialeah, FL, 33012) are willing to lease the property
on a month to month basis while the appraisal and purchase price negotiations are being
conducted. OCWS staff requests BCC approval to pay 1/12th of the contracted annual lease
amount ($241.67) each month during the appraisal and negotiating process.
BACKGROUND: Okaloosa County entered into a lease with the Miracle Strip Lodge No. 60 of
the Independent Order of Odd Fellows (IOOF) on February 22, 1994 for the use of the western
section of the south (front) parking lot. OCWS paid for the curb and pavement of the parking
space, which is still in use. The original lease had a ten year term with two ten year renewals.
Both parties exercised the first ten year renewal in 2004 and in subsequent discussions, the
owners had indicated that they would exercise the second ten year renewal. The owners of the
IOOF temple have somewhat abruptly informed staff that they do not wish to renew the lease
and have instead stated an interest in selling all of the property, including the existing temple
building to the OCWS.
OPTIONS:
Approve or deny.
RECOMMENDATIONS:
Staff requests approval to rent month to month pending the possible purchase of the property.
Staff also requests approval to move forward with purchase negotiations and an appraisal of the
property. OCWS staff requests BCC approval to pay the owners 1/12th of the contracted annual
lease amount ($241.67) each month during the appraisal and negotiating process. Once a price
has been negotiated, the matter will be brought back before the BCC for review and approval.

DATE: February 4, 2014
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: Set Public Hearing for Ordinance Expanding Regional Activity Center
Boundary
DEPARTMENT: Growth Management
BCC DISTRICT: 5 - Commissioner Windes
STATEMENT OF ISSUE: The County has received a request to expand the boundaries of the
Mid-Bay Regional Activity Center (RAC), and to extend the vesting period for vehicle trips
obtained through the construction of roads within the RAC. As provided in Chapter 28-24, FAC,
it is necessary to adopt an ordinance to create or expand a Regional Activity Center.
BACKGROUND: In 2000, the Board of County Commissioners adopted Ordinance 00-11
creating the Mid-Bay Regional Activity Center. The purpose for creating the RAC is to increase
the thresholds according to which a proposed development would have to undergo development
of regional impact (DRI) review. Subsequent to the adoption of the ordinance, the County
entered into an Infrastructure Agreement with the property owners to provide roads to serve the
anticipated development. Development within the RAC to date includes Destin Commons,
Lowes, and Rooms-to-Go, and additional development has been approved through the Turnberry
Harbour Planed Unit Development.
Through the current request, the applicants are requesting to add some additional areas, including
the Mid-Bay Marina (an already approved DRI) as well as parcels on the northeast and generally
east side of the RAC that will become part of the Turnberry PUD. The areas to be added and the
revised boundary of the additions are approved are shown in the attachments.
In addition, the applicants are requesting that the ordinance by which the RAC will be expanded
also include a 20 year extension of the period of time for which the vehicle trips gained through
the road improvements completed per the infrastructure agreement will be vested.
OPTIONS: Set the public hearing, or not set the public hearing.
RECOMMENDATIONS: Staff recommends that the Board of County Commissioners set a
public hearing for Tuesday, February 18, 2014 at 6:30 PM or thereafter to consider an ordinance
that would, if adopted, expand the boundaries of the Mid-Bay Regional Activity Center and
extend the vesting period for vehicle trips until 2035.

FROM: Dino J. Villani
SUBJECT: Communications Tower Document for Verizon Wireless
DEPARTMENT: Public Safety
BCC DISTRICT: All
STATEMENT OF ISSUE: Approval of the Nationwide Programmatic Agreement for Verizon
Wireless for the Communications Tower in Shalimar to bring Verizon Wireless regulatory
compliance up to date.
BACKGROUND: In May 1995, Okaloosa County entered a lease agreement with Centel
Cellular for communications services. Okaloosa County agreed to have Centel demolish and
remove an antiquated communications tower and erect a monopole communications tower in its
place. The location of the tower site is behind the Courthouse Annex in Shalimar. Upon
completion of the monopole tower, Centel transferred ownership to Okaloosa County for
emergency communication services in exchange for Centel to place cellular antennas and an
equipment shelter for their wireless business purposes.
Centel Cellular became Alltell Wireless, which is now Verizon Wireless. Verizon intends to add
three (3) new antennas and three (3) new amplifiers on the tower, as well as one (1) new
equipment rack inside the existing shelter. According to the lease and existing amendments, a
new amendment would be required if the number of antennas exceeds 9 or exceeds 351 lbs in
aggregate. The total number of antennas following the changes will be 9 and the total aggregate
weight will be 343.2 lbs, both of which are under the allowable limits. Verizon has also
provided a structural analysis, which takes into account the proposed changes.
In order to bring Verizon Wireless regulatory compliance up to date, the Nationwide
Programmatic Agreement (NPA) requires the signature of the tower owner, which would be the
Chairman of the Board of County Commissioners. This agenda request is to have the Chairman
execute the NPA document.
OPTIONS: Approve or disapprove.
RECOMMENDATIONS: Approve the Nationwide Programmatic Agreement with Verizon

3.0 CODES AND LOADING
The monopole was analyzed per 2010 Florida Building Code, which references ANSI/TIA/EIA‐
222‐G‐1. The following wind loading was used in compliance with the standard for Okaloosa
County.
Ultimate Design Wind speed at the site is 143 mph (interpolated between the
contours). Basic wind speed (Wo) without ice = 143*(0.6)1/2=111 mph
Service wind speed 60 mph
Exposure D
Structure Class II, Importance Factor = 1.0
The following load combinations were used with wind blowing at 0o, 60o and 90o, measured
from a line normal to the face of the monopole.

Shalimar – Structural Analysis
4.0 STANDARD CONDITIONS FOR ENGINEERING SERVICES ON EXISTING STRUCTURES
The analysis is based on the information provided to Destek and is assumed to be current
and correct. Unless otherwise noted, the structure is assumed to be in good condition, free
of defects and can achieve theoretical strength.
It is assumed that the structure has been maintained and shall be maintained during its
service. The superstructure and the foundation system are assumed to be designed with
proper engineering practice and fabricated, constructed and erected in accordance with the
design documents. Destek will accept no liability which may arise due to any existing
deficiency in design, material, fabrication, erection, construction, etc. or lack of
maintenance.
The analysis does not include a qualification of the mounts attached on the structure or their
connections. The analysis is performed to verify the capacity of the main structural
members, which is the current practice in the tower industry.
The analysis results presented in this report are only applicable for the previously mentioned
existing and proposed appurtenances. Any deviation of the appurtenances and
appurtenance placement will require Destek to generate an additional structural analysis.
Additionally, the proposed linear appurtenances should be placed per recommendations of
this report.
5.0 ANALYSIS AND ASSUMPTIONS
The monopole was analyzed by utilizing Risa Tower, a non‐linear, 3‐Dimensional, finite
element analysis software package, a product of Risa Technologies. Software output for this
analysis is provided in Appendix‐A of this report.
The shaft thicknesses are based on field measurements (listed in the referenced analysis),
which do not appear to be the typical industry practice. We recommend these values to be
verified.
The following was assumed based on common industry practice:
Shaft Steel: 65 ksi yield strength
Base Plate Steel: 60 ksi yield strength
Anchor Bolts: 75 ksi yield strength.

Shalimar – Structural Analysis
6.0 RESULTS AND CONCLUSION
Based on a feasibility analysis per ANSI/TIA‐222‐G‐1, the existing monopole is found to have
adequate structural capacity for the proposed loading by Verizon Wireless. As a maximum,
base plate is stressed to 90% of capacity. Monopole shafts are stressed to maximum 89% of
capacity. Anchor bolts are stressed below capacity as well.
Information regarding the existing soils and foundation system was not available at the time
of this analysis, thus a foundation analysis could not be completed.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 4, 2014
TO: Honorable Chairman and Members of the Board
FROM: Dino J. Villani
SUBJECT: Century Link Circuit Contract Amendment
DEPARTMENT: Public Safety
BCC DISTRICT: All
STATEMENT OF ISSUE: Approval of Contract C08-1674-PS Amendment 8 - Explanation of
Changes and Potential Changes in monthly invoices with Century Link for 911 circuit billing.
BACKGROUND: The Okaloosa County’s 911 system pays monthly charges to Century Link
for numerous circuits to operate the 911 system.
Century Link’s charges are regulated by the Public Service Commission through tariffs. As
tariffs are approved and rates are changed, these circuit charges have fluctuated. Five years ago,
those tariffs changed in mid-budget year without notice, creating budgetary issues for the
counties’ 911 System customers. Century Link began offering this option to its 911 System
customers two years ago in order to provide better budgetary planning for the counties they serve
and to help shield them from unplanned rate increases. We then began the process of
identifying which circuits were applicable and negotiated those rates.
The agreement with Century Link approved by the Board in May 2013 enabled us to lock in
circuit rates as specified in the Products and Equipment Agreement Attachment for a thirty-six
(36) month period, thus eliminating any unplanned rate increases. However, it was noted by
Finance and Century Link in September 2013 of a couple of rates that should not have been
included within the Products and Equipment Agreement. Some changes include a reduction in
the cost for 911 database records for landline telephones, static IP charges, and other features and
services governed by tarrifs that are non-contractual.
Amendment 8 to the Century Link Products and Service Agreement details the explanations of
changes and potential changes to the monthly invoices in order for past, current and future
payments to be processed.
The approximate monthly cost for the circuits is $15,500.00, with fluctuations due to long-
distance usage. The monthly circuit billings are paid with budgeted 911 funds.
OPTIONS: Approve/Disapprove.
RECOMMENDATIONS: Approve Contract C08-1674-PS Amendment 8 with Century Link
and authorize the Chairman to execute amendment.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: February 4, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Quotes in Lieu of Bids for Newcastle Area Water Main and Fire
Protection Upgrade Project
DEPARTMENT: Water and Sewer
BCC DISTRICT: 2
STATEMENT OF ISSUE: OCWS staff requests BCC approval to authorize Purchasing to
solicit quotes in lieu of formal bids for the purchase of pipe and associated materials for the
Newcastle Service Area Water Main and Fire Protection Upgrade Project.
BACKGROUND: The proposed project will upgrade existing water lines from 2" to 6" in a
predominantly low to moderate income (LMI) neighborhood in the Newcastle Community,
which will facilitate the installation of new fire hydrants, greatly increasing fire protection in the
area.
The project will include the installation of approximately 11 new fire hydrants, 10,200 L.F. of 6"
water main (including 8" bores where necessary), 500 LF of 2" water main, 2,300 ft. of existing
parallel mains where services need to be switched over, and all associated appurtenances.
Funding for this project is supplemented by a CDBG Disaster Recovery Fund (DREF)
appropriation made available through the Florida Department of Community Affairs in the
amount of $252,923.30 and is scheduled to expire October 25th, 2014. Soft costs, such as
surveying and design, will be completed by in-house staff and not included in the approved
funding request.
On more straightforward items like pipe and miscellaneous appurtenances, we feel the most
economical approach is to solicit quotes in lieu of bids. Historically, the same vendors will
provide pricing whether it is quotes or a formal bid process. Quotes are a competitive process
and obtaining quotes instead of bids allows for a quicker, more streamlined process. In many of
these projects, time is of the essence, because of the above-mentioned goals and objectives.
Therefore, OCWS requests approval for Purchasing to solicit quotes in lieu of bids for any piping
and miscellaneous appurtenances (valves, hydrants, conduit, fittings, etc.) for the Newcastle
Service Area Water Main and Fire Protection Upgrade Project. In addition, we will set up Public
Meetings per Florida Statutes to request BCC approval for self performance of the construction
work for the project at the appropriate time.
OPTIONS: Approve or Deny.
RECOMMENDATIONS: OCWS Staff recommends BCC approval for Purchasing to solicit
quotes in lieu of bids for the procurement of materials for the construction of the Newcastle Area
Water Main and Fire Protection Upgrade Project.

SUBJECT: Shalimar Annex - Asbestos Survey
DEPARTMENT: Facility Maintenance
BCC DISTRICT: All
STATEMENT OF ISSUE: Request approval of funding in the amount of $8,000 to conduct an
Asbestos Survey of the buildings to be demolished at the former Shalimar Annex
BACKGROUND: A design-build project is currently in development to demolish the five
current buildings nearest to Eglin Parkway at the former Shalimar Courthouse Annex campus
and replace them with a new multi-story building for county use. Prior to any demolition
activity occurring at the site, a full asbestos survey must be conducted by a firm competent to
perform such surveys and for any asbestos containing materials (ACM) that are identified to be
present to be properly abated from the premises.
The Purchasing Department took quotes from competent firms with the lowest quote being from
Southern Earth Sciences in the amount of $8,000.
RECOMMENDATIONS: Request approval of funding in the amount of $8,000 to conduct an
Asbestos Survey of the buildings to be demolished at the former Shalimar Annex and for those
funds to be transferred from 301-3160 Capital Projects Reserve to Facilities Maintenance 0112-

SUBJECT: Request for Funds for Remodeling at the Sheriff's Shalimar Campus
DEPARTMENT: Facility Maintenance
BCC DISTRICT: All
STATEMENT OF ISSUE: Request approval of an amount Not-To-Exceed (NTE) $150,000 to
be use to expedite the remodeling of certain spaces at the Sheriff's Shalimar Campus.
BACKGROUND: A major design-build project is in planning for the former Shalimar
Courthouse Annex campus. For that project to move from planning to production, all current
occupants must be relocated out of all the buildings that will be demolished. The date for all
buildings to be vacated is May 1st, 2014, so that demolition of those buildings can begin.
The Sheriff has three units still located at the old annex. Along with a plan to construct a new
10,000 sq. ft. building at the Sheriff's campus, a plan is in place to prepare space at the Sheriff's
Shalimar campus to provide temporary and permanent working space for the Sheriff's annex
operations to be relocated. However, working with current resources, this work may take until
late July or August to complete. This would be disastrous for the project time line for the
proposed new building at the annex site.
Funding is needed for the materials to remodel the space. Furthermore, to expedite the
completion of the space at the Sheriff's campus, funding is also needed for overtime, temporary
labor, and to outsource some of the work, if needed. The cost to extend the necessary leases for
the additional three months would likely be more than $80,000 per month, or almost $250,000.
RECOMMENDATIONS: Request approval of an amount Not-To-Exceed (NTE) $150,000 to be
use to expedite the remodeling of certain spaces at the Sheriff's Shalimar Campus and for the
funds to be transferred from the 301-3160 Capital Projects Reserve to 301-3120 Sheriff's

STATEMENT OF ISSUE: Request Board selection of the preferred design concept for the
Crestview Courthouse Project to be developed by the Design-Build Contractor.
BACKGROUND: Last November, the BCC authorized funding to hire a temporary design
assistant to assist in the development of various concepts for the renovation-expansion of the
Crestview Courthouse. Numerous user group meetings have been conducted to gather
information with which to develop the design schemes. (Presentation of concepts.)
On Tuesday, January 21st, the Crestview Courthouse Task Force held its latest meeting to
consider the three proposed design concepts. The voting members of the Task Force passed two
recommendations to be presented to the Board of County Commissioners. The minutes of Task
Force meeting, including the recommendations, are attached. Both votes were unanimous in
favor of each recommendation.

SUBJECT: Shalimar Project - Elevation/Design Option Direction
DEPARTMENT: Facility Maintenance

STATEMENT OF ISSUE: Request Board direction with regard to elevation and design concept
for the proposed new building at the former annex site to move forward for further development.
BACKGROUND: The design-build contractor has taken the general direction provided by the
BCC and inputs from the members of the working group and translated that guidance into some
design scenarios. Further direction is needed at this time to select the elevation (exterior
appearance), configuration (building shape and number of floors), and other elements of the
project, so that a more refined scheme may be brought to the Board at one or more future
meetings, ultimately for final approval. That final scheme will spawn the production of
construction drawings from which the building will be constructed. (Presentation of schemes)

SUBJECT: Funding Request to Finish Space for the Clerk's Records Division
DEPARTMENT: Facility Maintenance
BCC DISTRICT: All
STATEMENT OF ISSUE: Request approval of funding in the amount of $50,000 to remodel
space in the new South Courthouse for the use of the Clerk of Courts' Records Division.
BACKGROUND: A design-build project is currently in development to demolish the five
current buildings nearest to Eglin Parkway at the former Shalimar Courthouse Annex campus
and replace them with a new multi-story building for county use. Prior to any demolition
activity occurring at the site, all current occupants in any of the buildings that are to be
demolished must be relocated off-site. The Clerk of Courts' Records Division occupies some
space in one of the buildings to be demolished
When the new south courthouse was designed, it was done so with provisions for future
courtrooms. One of those future courtrooms is currently an empty shell that could be finished
for use by the Clerk of Courts' Records Division. The work would be done in-house by the
Facilities Maintenance Division staff. Along with the modification of the existing space for use
by the Clerk’s offices, and provided future needs arise for expansion of the existing judicial
function in the existing facility, the Board obligates to construct additional courtroom space.
The work to prepare the space must be completed and the relocation completed by May 1st, 2014
to allow the demolition activities to begin at the former Shalimar Courthouse Annex. As time is
of the essence, funding is needed right away if that work is going to be completed on time.
RECOMMENDATIONS: Request approval of funding in the amount of $50,000 to remodel
space in the new South Courthouse for the use of the Clerk of Courts' Records Division and to
transfer the funds from the 301-3160 Capital Projects Reserve to 301-3160 Clerk of Courts'

SUBJECT: Contractor Solicitation for Shalimar SO Building
DEPARTMENT: Facility Maintenance
BCC DISTRICT: All
STATEMENT OF ISSUE: Request BCC direction in the solicitation for a contractor to construct
the proposed new building at the Sheriff's Shalimar campus.
BACKGROUND: To reduce the overall size and construction cost of the new building proposed
to be built at the former Shalimar Courthouse Annex site, the BCC determined that it would be
more economical to building a new building at the Sheriff's Shalimar campus and relocate all of
the Sheriff's ops currently located at the former annex and the Investigations Division.
The BCC approved soliciting for a qualified design firm to provide the design for the new
Sheriff's building. To expedite the construction of the new building when the design is finished,
the staff recommends soliciting for a competent contractor as soon as possible.
OPTIONS: Type of Contract:
1. Contract Management - will cut months off of the completion time of the project, total project
construction costs will be similar to those of Hard Bid, and the contract manager can begin the
permitting and approvals process while the final construction drawings are being completed.
Plus, certain types of buildings can be pre-ordered while the interior plans are finalized.
2. Hard Bid - provides a total construction price in advance of any construction work being
done. Change orders can still change the final construction cost. Hard bid pricing is developed
from the completed construction plans, so the plans must be complete before soliciting for bids.
RECOMMENDATIONS: Request BCC direction in the solicitation for a contractor to construct
the proposed new building at the Sheriff's Shalimar campus and authorize the solicitation to be
let at the earliest possible date.

modifications, the space can be made ready to provide operational space for the GAL until the
new facility is move-in ready.
RECOMMENDATIONS: Request approval funding in the amount of $10,000 to provide offices
for the Guardian ad Litem in Shalimar with funding transferred from the 301-3160 Capital
Projects Reserve fund to 301-3120 GAL Temp Space account.

Okaloosa County Citizens Transportation Committee
The Pressing Issue: Okaloosa Transportation Infrastructure in the 21st Century
Transportation issues surrounding the PJ Adams/Antioch Corridor in Crestview have long been identified
as impediments to economic growth and development in Okaloosa County. Specifically, in the
Crestview area, inadequate capacity prevents the easy addition of new growth and development not
only along the corridor itself, but throughout the city and surrounding area. Growth of the County’s
tourism industry which is concentrated in the area south of the Eglin Reservation, is also slowed by the
inability to move traffic quickly and efficiently from north-end feeder highways (Interstates 10 and 65)
through to the beaches along State Road 85, the region’s only four-lane highway that stretches across
Eglin Air Force Base. Moreover, during evacuation periods, the congestion along the Highway
85/Highway90/Interstate 10 corridor prevents the orderly flow of traffic out of south-end wind and
water danger zones. These facts are well established and have been examined exhaustively. The
problem is not going to be solved easily, and it will certainly not be solved quickly. The problem will not
be solved at all if Okaloosa County chooses to chart a course of inaction. The time to act is now.
There are a number of options that could ensure sufficient funding to complete this project, including a
sales tax increase, a gas tax increase, a property tax increase, the institution of a franchise tax and/or a
series of state and federal grants. Okaloosa County residents, for a number of reasons, find many of the
tax options unpalatable, and grants almost always require local matching funds, particularly where large
amounts of money are involved. Another avenue involves the establishment of a Tax Increment
Financing (TIF) District which results in a “savings account” into which a local government sets aside a
portion of an ad valorem revenue stream for a specific project. The ad valorem stream that feeds the
TIF savings account derives from the value appreciation that occurs as a result of the infrastructure
investment for which the TIF was established. The funds that flow into the account do not in any way
require an ad valorem tax rate increase, but rather are generated by “growth paying for growth”. A
successful TIF solely involves a dedicated set-aside based on current tax rates and future growth
potential, not a tax-rate increase.
As previously stated, there are many avenues by which the County or a municipality can increase
funding for transportation improvements in Okaloosa County. Creating a TIF District does not preclude
other efforts to enhance transportation funding, nor will it solve every problem. But, the efforts of the
Citizen’s Transportation Committee have focused solely on the TIF because it is a) feasible, b) easily
established by local governments c) revenue neutral and d) does not contemplate a tax increase. It is
important to note that the TIF plan will not completely finance the necessary PJ Adams/Antioch Corridor
improvements. The TIF will, however, give local government enormous leverage when pursuing federal
and state grants by generating a source of matching funds. Perhaps more importantly, it will
demonstrate the local commitment to this important infrastructure enhancement. It is not the end
solution. It is, however, a strong beginning. In the passages that follow, we outline the TIF plan as
currently conceived by the Citizen’s Transportation Committee.
Tax Increment Financing Districts
Packet Pg. 470
A Tax Increment Financing District (TIF) is conceived to allow future revenues to be segregated into
different pots in order to provide a dedicated stream of cash to finance infrastructure improvements. A
TIF district may be imposed on an area that has infrastructure problems, an area which may be blighted,
or an area where greater focus on development is predicted. A TIF district essentially “freezes” ad
valorem tax collections at current levels and segregates future revenue collections above the current
level into one or more pots of money. There is enormous flexibility in the way in which TIF districts can
be created thus allowing local governments to maximize the potential benefits. For example, a TIF
district can “freeze” ad valorem tax revenues at current levels and dedicate all future revenue
collections into a single pot of money to be used for improvements within the district.
As an example, suppose that a TIF district were created in Town A in which there existed one piece of
property which generated $1,000 in ad valorem revenue in Year 1 (the year of the TIF district’s creation).
Suppose further that in Year 2, the value of that piece of property goes up and the ad valorem revenue
is adjusted to $1,100 – a 10% increase in the revenue. The taxing authority would receive $1,000 in
revenue from the property in Year 2 and the TIF district would receive $100 in revenue (the
appreciation) thus establishing two “pots” of money: one for the taxing authority and one for the TIF
district. Suppose further that a new structure were added in Year 2 which increased the assessment to
$1,500. In that case, the taxing district would receive $1,000 and the TIF district would receive $500. It
is also possible to imagine scenarios in which the TIF district received only a portion of the increasing ad
valorem revenues. For example, suppose that the TIF were created to split the appreciation revenues
evenly between the taxing authority and the TIF district. In this case, the taxing authority in Year 2
would receive $1,250 (the original $1,000 assessment plus half of the increase in the assessed value)
while the TIF district received $250 (half of the increase in the assessed value). A system of this type
ensures that the taxing authority’s revenues rise over time (as a result of new growth) in order to absorb
increasing costs of government. At the same time, the system generates funds for the TIF without
necessitating a rise in the baseline ad valorem tax rate.
Okaloosa Tax Increment Financing District Proposal
Given the flexibility inherent in creating the TIF, the scope of Okaloosa’s transportation issues and the
fiscal resources necessary to solve those issues long-term, it is critical to ensure that the Transportation
TIF does not “starve” local governments of necessary revenues while at the same time creating
substantial revenues for transportation improvements. To this end, the Citizen’s Transportation
Committee has divided future revenues into four separate types: Type 1) those revenues generated by
existing stock at existing values when the TIF is established, Type 2) those revenues generated by the
addition of new stock, Type 3) those revenues generated by the appreciation of Type 1 existing stock
and Type 4) those revenues generated by the appreciation of new Type 2 stock. To fully understand
these separate revenue streams consider the following hypothetical situation. A home exists in Year 1,
when the TIF is established, which generates $1000 in ad valorem taxes. This would be revenue type 1
(the ad valorem tax collection when the TIF is established). In Year 2, an outdoor shed is added to the
home which brings the total ad valorem tax collection to $1,100. The $1,000 remains Type 1 revenue,
but the $100 addition becomes Type 2 revenue which is revenue resulting from the addition of new
stock.
Packet Pg. 471
In Year 3, the house is reappraised and is now generating $1,150 in revenue. Fully $1,000 of this
remains Type 1 revenue (existing stock) but the $150 becomes Type 3 revenue which is the appreciation
in value of the stock (house) that existed when the TIF was established. The outdoor shed is also
reappraised and the ad valorem revenue for Year 3 on the shed is $125. Of this $125, $100 remains
Type 2 revenue (the initial ad valorem revenue resulting from the addition of the shed in Year 2) and $25
becomes Type 4 revenue (the ad valorem revenue which results from the increase in value of the shed
between Year 2 and Year 3).
The Okaloosa County Citizens Transportation Committee proposes that Type 1 revenue, consistent with
the spirit of a TIF district, remain with the taxing authority. The Committee also proposes that all Type 2
revenue accrue to the taxing authority as well. Type 3 and Type 4 revenues, which result from the
appreciation of stock over time, will accrue to the TIF district. Thus the taxing authority (in the above
scenario the County or City) will receive new revenue from the addition of stock over time, but the
appreciation of existing and new stock will accrue to the TIF district. Given the nature of the proposed
infrastructure improvements that the TIF is designed to support, the Committee proposes that all of
Okaloosa County which lies north of Eglin Air Force Base be assigned to the TIF district. The Committee
also proposes that the City of Crestview participate in the TIF district as well – as part of a joint venture
with the County. Together, these two taxing authorities would generate substantial TIF revenues in the
coming decades.
Revenue Generation Potential
Okaloosa County, north of Eglin, generated nearly $6.6 million in ad valorem tax revenue (at the 3.2899
millage rate) in 2012. This, we label Type 1 revenue. Over a 20 year period, the County is expected to
realize $131.8 million in Type 1 ad valorem revenue from the area north of Eglin. The TIF proposal
would not affect this. The additional stock in this district, over the coming 20 years, is forecast to
generate an additional $40.4 million in ad valorem revenue (Type 2 revenue). The appreciation of old
stock is forecast to generate $40.0 million in revenue (Type 3 revenue) while the appreciation of new
stock, over a 20 year period, will generate $6.5 million in Type 4 revenue. Consistent with the
committee’s proposal, the taxing unit (Okaloosa County) would receive all Type 1 and Type 2 revenues
for a total of $166.8 million in ad valorem revenue over the coming 20 year forecast period. The TIF
district would receive all Type 3 and Type 4 revenue which totals to roughly $47.2 million in revenue. It
is this fund that the Committee proposes the County use for construction of the P. J. Adams
enhancement.
The City of Crestview generated approximately $4.6 million in ad valorem tax revenue (at the 3.2899
millage rate in 2012. This would total to just over $92.7 million in Type 1 over the next 20 years if the
TIF were established today which would continue to accrue to the Crestview taxing district. The growth
of new stock in the city is forecast to generate nearly $25.0 million in Type 2 revenue which would
accrue to the city as well. The appreciation of the stock that exists currently is forecast to generate just
under $28.7 million in ad valorem revenue over the next 20 years which we would assign as Type 3
revenue. The appreciation of the growth stock (Type 4 revenue) would generate $4.6 million over the
same period. Type 1 and Type 2 revenues, which would continue to go to the City, would yield $117.7
Packet Pg. 472
million in revenue for the City in the coming 20 years. Type 3 and Type 4 revenues, which result from
appreciation of existing and new stock, would generate $33.3 million for the TIF district over the 20 year
period.
If the City and the County unite in this effort, which the committee believes is necessary, the revenue
potential of the TIF district is a combined $80.6 million over the coming 20 year period. Utilizing a 5%
discount rate, the net present value of the 20 year TIF collection is $41.4 million. Thus we would expect
a bond issue (hypothetically) to generate just over $41 million if it were to be bonded immediately. Of
course, depending on the structure of the bond and the nature of the TIF, any of these figures could
change.
Summary and Recommendations
The Committee, at the outset of its investigation, explored multiple options to support the improvement
of Okaloosa County’s transportation infrastructure. This included tax and fee increases, grant
opportunities and other forms of long term financing. The committee, after deliberation, established
several criteria for benchmarking alternatives and continued analysis. These criteria included:
Final proposal must be revenue neutral
Final proposal must continue to generate increasing revenue for the county in order to cover
long-term and increasing costs of government
Final proposal must allow the taxing authority to increase or decrease its tax rate as needed to
accommodate operations, annually
Final proposal must not increase taxes
Final proposal must generate substantial revenue
Final proposal must focus on transportation issues surrounding the Highway 85/Highway 90/
Interstate 10 corridors.
Final proposal must be long-term in nature.
Final proposal must include collaboration among multiple taxing districts in the County.
The Committee quickly settled on the creation of a Tax Increment Financing District to overlay Okaloosa
County north of the Eglin Reservation. The committee, through the research and discovery process,
determined that the TIF District should structured so as to allow Type 1 and Type 2 money to continue
to accrue to the taxing districts while Type 3 and Type 4 monies accrue to the TIF District. The
Committee also determined that success of the TIF District hinges on the creation of a successful
partnership between Okaloosa County and the City of Crestview in order to generate sufficient revenue
for the infrastructure project. If these conditions are met, the TIF Committee determined that
The structure of the TIF will allow growth revenue to accrue to the taxing units (County and City)
thus paying for future growth in the taxing units while at the same time generating substantial
revenues for TIF district over its 20 year proposed life.
The TIF district will accrue over $80 million in total revenue over the 20 year period with a net
present value of over $40 million at a 5% discount rate.
Packet Pg. 473
The funding stream will be substantial, but will not be adequate to complete the proposed
expansion of the PJ Adams Corridor.
The solution is not immediate – it will be several years before the TIF generates sufficient
revenues to begin work on the PJ Adams Corridor project.
The County and City must actively leverage the TIF funding stream against state and federal
infrastructure improvement matching dollars in order to complete the entirety of the project.
The creation of the TIF district does not require any tax increases on the part of the City of
Crestview or Okaloosa County in order to generate revenue.

improvements because many other competing expenses have been more urgent; and
WHEREAS, additions to the Okaloosa County tax rolls by new construction each year have
historically provided annual increases to the tax rolls of the County; and
WHEREAS, throughout its history, Okaloosa County has applied its then-current millage rate to
the certified value of all taxable real property in the County without regard for whether the current,
certified value resulted from appreciation in value over a prior year or from construction of newly
certified buildings; and
WHEREAS, the value of all real property in the County is recertified each year pursuant to law,
and that annual recertification clearly identifies appreciation in value of existing property within any
identified part of the County; and
WHEREAS, both Okaloosa County and the City of Crestview have identified the area shown on
the attached map as a District to receive most direct benefit from the transportation improvements
described herein; and
WHEREAS, both Okaloosa County and the City of Crestview have identified the area shown on

WHEREAS, the District can be funded from various sources available to Cities and Counties,
including tax increment financing, pursuant to the Home Rule Powers applicable to Counties in Florida;
and
WHEREAS, the improved transportation within the District will provide better employment
opportunities for the District, allow future business, commercial, and residential construction
throughout the District, and serve as a necessary conduit for the many visitors seeking to access areas to
the south within the County; and
WHEREAS, we believe that Okaloosa County, operating in cooperation with the City of
Crestview, can apply the same tax rate applicable to all real and personal property to the future
appreciation in value of real property and thereby create a substantial, separate fund of tax revenue for
a specific purpose, without jeopardizing the future budgets of Okaloosa County; and
WHEREAS, Okaloosa County and the City of Crestview have negotiated an inter-local agreement
that is acceptable to the County, and that adequately protects both the County and the City in its
relationship to the other pursuant to this Ordinance.
NOW THEREFORE BE IT ORDAINED by the Board of County Commissioners of Okaloosa County,
Florida, that Division _____ of Chapter _____, Article _____ of the Okaloosa County Code of Ordinances
is hereby amended as follows:
1. That the area shown on the attached map, less the existing City of Crestview CRA District as
identified by City of Crestview Ordinance No. , passed in 1995, is to be called
the “Okaloosa County Transportation Improvement District,” and referred to hereinafter as the
“District”.
2. That for tax year 2014, and for the 20 years thereafter, the tax revenue collected based upon
the appreciation in value of real property in the District shall be deemed Tax Increment
Financing (TIF) revenue, and such TIF revenue shall be set aside solely for construction of the
project described herein. TIF revenue shall not include tax revenue based on the value of real
property within the District existing on the date of this Ordinance, or on the initial value of
future construction within the District.
3. All appreciation in value of all taxable real property in the District after the Property Appraiser’s

conditions set forth below.
4. That Tax Increment Financing as described herein shall be subject to the following conditions:
A. If after 7 years of existence of the TIF fund, other funds have not been identified and
committed to finish the Project, and if a majority of the County Commissioners and a
majority of City Council members from Crestview, sitting in joint session, vote to
abandon the District, then the fund may be discontinued, in which case the money shall
be returned to the general fund of each body; and
B. If at any time sufficient funds have been identified and secured from other sources such
that in the opinion of the Board of Trustees of the District the Project will be built
without further TIF contributions, then the District and the TIF fund may, by majority

attributable to County properties shall be returned to the Okaloosa County general
fund.
5. That the TIF fund shall be administered by a Board of five trustees, whose membership shall be
as follows:
A. County Commission members shall be selected by the County Commissioners. City Council
members shall be selected by the City Council.

members of the City of Crestview whose terms do not expire during the subsequent 12
months, and 2 members shall be County Commissioners whose terms do not expire during
the subsequent 12 months.
D. The composition of the Board of Trustees of the District shall thereafter continue to
alternate each year as described above.
6. That the “Project” which is the purpose for the District shall be the construction of a
transportation corridor from approximately the intersection of highway 85 south of Crestview

Highway 90 west of Crestview. The Project shall include one or more connections to Interstate
10, and such connection roads as may be necessary and supportive of the Project.
7. That the District shall be authorized to hire such professionals as in its business discretion are
necessary, who shall be charged with oversight of District funds and management of the goals
and objectives of the District. Those professionals shall be bonded for the faithful performance
of their duties, shall be public officers subject to the control and supervision of the Board, and
shall serve only at the pleasure of the Board. The Board and any professionals it hires or
employees shall make a report at least annually to both the County and the City, sitting in joint
session, of the progress of the TIF District.
8. The contributions of the County and of the City shall be combined for purposes of the District
such that financial and contractual commitments can be made by and in the name of the
District. The District shall elect a chairman each year who shall have the authority to act, upon
approval of the Board, to commit the funds of the District.
