Resolution of The Emerald Coast Association of Realtors Supporting a Tax Increment Financing
District For North Okaloosa County
WHEREAS, one of the purposes of the Emerald Coast Association of Realtors is to support economic and
community development; and
WHEREAS, we understand that efficient transportation across and through Okaloosa County is essential to
meeting the obligations of government to its citizens; and
WHEREAS, Okaloosa County and its cities are challenged to meet operating budgets while at the same time
providing funds for essential capital improvements including transportation; and
WHEREAS, our experience has been that State and Federal dollars are often conditioned upon the ability and
willingness of local governments to make local contributions to these expenses; and
WHEREAS, North Okaloosa County is an important entry point for visitors going south; and
WHEREAS, military development in and around Crestview have made relief from congestion in that area a
County priority; and
WHEREAS, our Board has studied the potential benefits of Tax Increment Financing and we believe it will
produce a significant community savings plan for transportation facilities while at the same time providing the smatlest
possible intrusion on the operating budget for counties and cities.
NOW WHEREFORE we resolve the following:
1. We support the plan submitted to Okaloosa County and the City of Crestview to create a district the purpose of
which will be to promote construction of a western by-pass road system in and around Crestview with Tax
increment Financing.
2. We support a plan for Tax Increment Financing that will permit the County, in partnership with the City of
Crestview, pay to the TIF district the income from all future appreciation in real property within the District, to
be set aside for funding for a North/South corridor from Crestview.
This Resolution made and approved this 18th day of July, 2013.
Su) Apabe_.
