Resolution of

Supporting a Tax Increment Financing District For North Okaloosa County
WHEREAS, one of the purposes of our Association is to support economic and
community development;
WHEREAS, we understand that efficient transportation across and through Okaloosa
County is essential to meeting the obligations of government to its citizens;
WHEREAS, Okaloosa County and its cities are challenged to meet operating
budgets while providing funds for essential capital improvements including transportation;
WHEREAS, State and Federal dollars are often conditioned upon the ability and
willingness of local governments to make local contributions to these expenses;
WHEREAS, North Okaloosa County is an important entry point for visitors going
south;
WHEREAS, military development in and around Crestview have made relief from
congestion in that area a County priority; and
WHEREAS, our Board studied the potential benefits of Tax Increment Financing
and we believe it will produce a significant community savings plan for transportation
facilities while providing minimal intrusion on the operating budget for counties and cities.
NOW THEREFORE we resolve the following:
1. We endorse the plan to create a Tax Increment Financing District to promote
construction of a western by-pass road system in and around Crestview.
2. We endorse a plan for Tax Increment Financing that will permit the County,
in partnership with the City of Crestview, to allocate income from future appreciation in real
property within the District to be set aside for funding a P.J. Adams/Antioch corridor in the
Crestview area.
