FROM: Elliot Kampert
SUBJECT: LPA 02-14 Mid-Bay Regional Activity Center
DEPARTMENT: Growth Management
BCC DISTRICT: 5
PUBLIC HEARING: Consideration of a request Submitted by the Department of Growth
Management for an amendment to the text of the Comprehensive Plan, Future Land Use
Element, adding new Policy 10.20 establishing the Mid-Bay Regional Activity Center as an
overlay to the Future Land Use map. FINAL ADOPTION HEARING.
STAFF FINDINGS: The 187.1 acre Mid-Bay Regional Activity Center (RAC) was approved
by the Board of County Commissioners on September 12, 2000, based on findings that the then-
vacant land was suitable for high-intensity development, and was served by adequate existing
and planned infrastructure. The RAC is bounded on the north by Choctawhatchee Bay, on the
east by the Regatta Bay subdivision, on the south by US Highway 98, and on the west by State
Road 293, Destin Middle School, and the previously permitted Mid-Bay Marina DRI.
On February 18, 2014 the Board of County Commissioners (BCC) approved a boundary change
for the RAC as described in Ordinance No. 14-06. As part of the approval a follow-up
Comprehensive Plan text amendment was required to authorize the location of the RAC on the
Future Land Use Map as specified in Ord. No. 14-06. In this regard, a new Future Land Use
Element Policy 10.20 is proposed as follows.
Policy 10.20 The Mid-Bay Regional Activity Center (Mid-Bay RAC) shall be illustrated as an
overlay on the Okaloosa County Future Land Use Map and will include the approximately 209.8
acres depicted and described in Ordinance 14-06. All development within the Mid-Bay RAC
shall be consistent with the underlying Future Land Use Map and zoning designations and
subject to the provisions of Chapter 380.06(2) (e), F.S., Rule 28.24-014, F.A.C., and Policy
10.19 of the Future Land Use Element of the Okaloosa County Comprehensive Plan.
The Board approved this item for state agency review at a public hearing held May 6, 2014. The
reviewing state agencies raised no objections to the requested amendment.
PUBLIC COMMENT/OPPOSITION: None to date.

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: July 15, 2014
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Public Hearing: Vacation of Bullock Blvd Spur
DEPARTMENT: Public Works
BCC DISTRICT: 5
STATEMENT OF ISSUE: Stephen Rose of Okaloosa Walton Development Co. Is petitioning
the Board of County Commissioners to vacate a portion of Bullock Blvd. Mr. Rose has
purchased several tracts of land which are accessed by this right-of-way to be vacated. If
vacation is approved, Mr. Rose intends to acquire the vacated right-of-way from the adjacent
landowners and use the right-of-way as a privately maintained access to a single family
development.
BACKGROUND: In February of 1968, Mr. Bill E. Boone and Reba Boone, husband and wife,
granted the Board of County Commissioners a strip of right-of-way by warranty deed as
recorded in the Official Records at Book 475, Page 343. This right-of-way is 42 feet in width and
154 feet in length. The purpose for the right-of-way was to provide access to property at 502
Bullock Blvd., which was a new home at the time of the right-of-way acquisition in 1968. This
Bullock Blvd spur was paved sometime in the past and this led to encroachment of pavement
outside the boundaries of the right-of-way.
Mr. Stephen Rose now owns the property located at the south end of Bullock Blvd spur and his
desire is to vacate this right-of-way and transform it into a private access to his future
development. Mr. Rose intends to relocate the roadway so that it lies within the limits of right-of-
way as a part of his development order to construct a single family residence subdivision.
Mr. Rose was made aware that vacated right-of-way is divided down the centerline and added to
the adjacent and contiguous properties lying along either side of the vacated right-of-way. The
acquisition of the vacated right-of-way will be Mr. Rose responsibility after the vacation process.
Mr. Rose is preparing the necessary instruments to acquire the vacated right-of-way from the
adjacent landowners so that he can build an access entrance to his development.
Since the posting of the public notice for both this vacation request and the notice of intent to
issue the development order, Growth Management has received notice from five nearby residents
objecting to the overall project. Two concerns were expressed solely by telephone call and three
requests included a follow up written objection (attached hereto). Concern regarding the
development is focused on an increase in traffic and safety related to an existing bend in the
roadway leading to the area of the vacation request. One letter mentions the specific objection to
the vacation directly as well as the proposed future use plan. The request to vacate from the
petitioner is directly related to the proposed development.
OPTIONS: Approve/Disapprove the vacation of the right-of-way.

petitioner Mr. Stephen Rose president of Okaloosa Walton Development Co.

AGENDA REQUEST
DATE: July 15, 2014
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Shalimar Golf Cart Ordinance - Public Hearing
DEPARTMENT: Public Works
BCC DISTRICT: District 2
STATEMENT OF ISSUE: Staff is requesting that the BCC convene a Public Hearing on July
15, 2014 to hear arguments both for and against implementation of a new ordinance allowing the
use of golf carts on County roads within the Lake Lorraine subdivision of Shalimar.
BACKGROUND: Earlier this year, the District 2 Commissioner and County staff were
approached by residents of the Lake Lorraine area of Shalimar inquiring about the use of golf
carts on County roads in and around the Town of Shalimar. Many of the residents of the Lake
Lorraine subdivision are retirees and/or patrons of the local Shalimar Pointe Country Club. Golf
carts are a fixture in this area as a means of transportation for those that enjoy the golfing
lifestyle. In addition, the Town of Shalimar authorizes the use of golf carts as a means of travel
for those residents within their jurisdictional boundary.
On May 13, 2014, the District 2 Commissioner, along with staff of Public Works, hosted a Town
Hall meeting at the Shalimar Pointe Country Club to engage discussion regarding the use of golf
carts on County maintained roads in the area. This meeting was well attended with over 50 area
residents participating in the discussion. After an explanation from staff as to the requirements
and general conditions for allowing golf cart use on County roads, the Commissioner called for a
vote on the issue from those in attendance. The overwhelming majority of residents supported
the initiative and asked that the County begin the implementation process. Only a small segment
of those in attendance (<10%) did not support the proposal.
With the support of the local community, staff began the process of crafting an ordinance which
would allow the use of golf carts on County maintained roads in the Lake Lorraine area. The
County’s legal counsel drafted the attached ordinance which establishes the
requirements/restrictions for the safe operation of golf carts in the Lake Lorraine, Meigs Drive,
and Dogwood Drive areas of unincorporated Shalimar. The proposed ordinance is similar to an
ordinance previously adopted by the Board in January 2012 which authorized the use of golf
carts on County Roads in the vicinity of Rocky Bayou Country Club in the Niceville area.
In order to formally adopt the proposed ordinance, the BCC must first convene a Public Hearing
to hear arguments both for and against implementation. This meeting was originally scheduled
to convene on July 15, 2014 in Fort Walton Beach at, or shortly after, 9:00am. Unfortunately,
specific statutory requirements for advertising the public hearing were not met and the meeting
has to be rescheduled in order to meet these requirements. For this reason, staff is
recommending pushing the public hearing back to the August 19th meeting in Fort Walton Beach
with a proposed start time of 6:30pm, or shortly thereafter.
Packet Pg. 36
OPTIONS: Approve/Disapprove rescheduling the Public Hearing to August 19, 2014 during the
regularly scheduled BCC meeting to hear arguments both for and against implementation of a
golf cart ordinance for the Lake Lorraine area of unincorporated Shalimar.
RECOMMENDATIONS: Staff requests that the Board of County Commissioners reschedule a
Public Hearing for August 19, 2014, on or shortly after 6:30pm, to hear arguments both for and
against implementation of a golf cart ordinance for the Lake Lorraine area of unincorporated
Shalimar.

BACKGROUND: Pursuant to F.S. 125.0104(4)(c), the County has previously approved and

The primary purpose of this amendment is to update the plan to identify funding for aquariums

projections under each percentage point.
The TDC recommended approval of this amendment to the tourist development plan ordinance

(k) Three percent of the tax collected herein shall be retained by the tax collector for costs of
administration. The remainder of the tax shall be deposited in the county tourist
development trust fund on a monthly basis.
Sec. 20-72. Tourist development plan.
(a) Revenue projections. The tax revenues pursuant to this section for the next fiscal year and
thereafter until amended by the board shall be used to fund the Okaloosa County Tourist
Development Plan, which is hereby adopted as follows:
The anticipated annual revenues to be produced by the tourist development tax as
identified herein in parenthesis for each budget category is provided as an annual total based on
past collection trends projected forward. The projected revenues are estimates and may vary
from those identified herein. The amounts shown have already been reduced by the costs of
administration retained by the tax collector.
(b) Taxing district boundaries. The geographic area included within the county's sub-district
is depicted on Exhibit A, as attached hereto and incorporated herein.
(c) County tourist development plan. The county hereby determines that the tourist
development plan for the sub-district shall be comprised of the following broad goals and
objectives and makes the following findings of fact:
5
Packet Pg. 46
(1) Tourism promotion. The tourism related economy within Okaloosa County
generates significant direct and indirect revenue to businesses within the
community. Accordingly, tourism is essential to a healthy economy and is a
driving force in the growth of business development and increased employment
opportunities for county residents. The county has worked diligently on the
development and maintenance of quality advertising, sales, marketing and public
relations initiatives for the sub-district which presents a consistent and positive
brand for the area. This branding is essential to the development of this section of
the economy and the county will work towards the development and
implementation of unified marketing campaigns. These campaigns will be
monitored and analyzed by the tourist development council (the "council"), the
director and tourist development department staff with, at a minimum, quarterly
reports provided to the board. Within the guidelines set forth herein, the
campaigns shall be conducted with funding levels designed to achieve maximum
positive promotional exposure to potential visitors to the sub-district. The primary
objective for the campaigns shall be the maintenance of consistent positive
"branding" which consists of image and name recognition and the further
development of "year round business" to encompass group and leisure business.
The support for a variety of special events and sponsorships is another productive
means to further the development of year round business and bolster image and
name recognition for the sub-district. Funds may be allocated on an annual basis,
as approved by the board, for support of special events and sponsorships in
accordance with procedures provided in the adopted tourist development council
bylaws and tourist development department operation and procedures manual.
The development of a visible support community for local production of film and
advertising projects may also be a productive means to further maintain a
consistent positive "branding" of both the sub-district and the county overall.
Funds may be allocated to support such projects.
The county determines that continuing maintenance efforts to keep the beaches,
waterways, access ways and other recreational and eco-tourism facilities within
the sub-district ("tourist destination facilities"), clean, attractive and safe for
public usage are important to the image and marketing of the primary asset of the
sub-district and may include a mechanical beach cleaning program for all Gulf
beaches within the sub-district outside of those owned or controlled by the federal
government. This also includes the maintaining of the aesthetics of access
6
Packet Pg. 47
corridors within the sub-district so as to provide a consistent positive branding for
the area.
The county further determines that funding aquariums and museums that are
publicly owned and operated or owned and operated by not-for-profit
organizations and open to the public, within the sub- district will promote tourism
within the sub-district by offering educational activities and entertainment for
visitors of all ages. Thus, the allocation of tourist tax revenues for the funding of
aquariums and museums is an appropriate use of these revenues and funds may be
allocated accordingly.
(2) Convention business development. The county has operated the Emerald Coast
Convention Center ("ECCC") since 2003 and its value as a catalyst for the growth
of the conference/convention/group business segment of the visitor population is
well established and is an effective means of developing year round business in
the sub-district. The ECCC will continue to be managed in house or by contract
with professional management firms, or by a combination of the two. The facility
will also provide indoor and outdoor venues for cultural, educational, sport and
entertainment events which will be a positive draw for visitors as well as a benefit
to the overall quality of the branding of county products. The expansion of the
ECCC facilities, grounds and functions will further the development of year-
round business in the sub-district.
(3) Product improvement. The county determines that the beaches and waters of the
Gulf of Mexico and the Choctawhatchee Bay are the focus of the attraction that
the sub-district offers to our visitors. This includes not only the beach and
waterways themselves but the tourist destination facilities, which allow greater
access and enhanced enjoyment of these areas. Accordingly, both the maintenance
and improvement of these natural assets and other tourist destination facilities,
including the improvement of public access to and use of these assets, are
essential to the preservation, improvement and promotion of the very foundation
of the economy that the county is promoting.
The long-term maintenance goals of this plan also include the use of tourism tax
revenues as a part of an ongoing partnership between federal, state and county and
municipal entities for the restoration and re-nourishment of the beaches within the
sub-district. The county will continue to fund the permitting and construction of
restoration and re-nourishment projects for beaches within the sub-district. This
will facilitate the dual goal of this long-term restoration plan and preservation and
7
Packet Pg. 48
management of the county's waterfront resources and other tourist destination
facilities within the sub-district, including the improvement of public access to
those resources and facilities throughout the sub-district. This component of
beach access improvement and beach restoration and monitoring is essential for
ensuring access for visitors utilizing non-waterfront accommodations. The
maintenance of beach access facilities and other tourist destination facilities
promotes a broader accommodation base by improving access for non-waterfront
accommodations. Accordingly, the allocation of tourist tax revenues for the
improvement, maintenance and repair of our beaches and waters and other tourist
destination facilities, including access to these facilities, is an appropriate use of
these revenues when and if funding is available.
The county further determines that constructing artificial reefs will promote
tourism within the sub-district by offering diving, snorkeling and fishing
activities. Additionally, the construction of artificial reefs will enhance the waters
of the Gulf of Mexico by providing increased fisheries and improved aquatic
habitat. Once enough artificial reefs are constructed, the county may develop an
aquatic nature center as an eco-tourism facility to showcase these tourism
activities and assets. Thus, the allocation of tourist tax revenues for the
construction of artificial reefs is an appropriate use of these revenues and funds
may be allocated accordingly.
An essential component of product improvement and promotion is to provide a
safe environment for the use of the beaches, waters and facilities. Therefore, the
allocation of tourist development tax revenues for the provision of lifeguard
services for the beaches and waterways is an appropriate use of these revenues
when and if funding is available.
(4) Administration. The county determines that the best means for administration of
the tourism tax revenues allocated under this plan is local administration by the
director of the tourist development department under the direction of the county
administrator. The administration of the revenue collection process shall be
carried out under an agreement with the tax collector's office.
(5) Reserve or emergency operations fund(s). The county determines that it is
prudent, based on actuarial and actual experience, to maintain reserve funds for
the purpose of supplementing standard promotional functions and beach
maintenance efforts and for restoration of the county's beach improvements in the
aftermath of a major storm event which impacts sub-district coastal areas. These
8
Packet Pg. 49
reserve amounts should be carried forward as a budget allocation from year to
year and should be in sufficient amount, as determined by the board, to address
recovery needs in these areas in the case of a catastrophic storm event. These
funds are also available for allocation in the case of extraordinary beach
maintenance needs related to natural or man-induced events requiring additional
beach cleaning efforts and equipment following the impact of an emergency
event. The council, through the director, will be responsible for recommending to
the board when and how these funds should be used in the event of an emergency
or catastrophic storm event.
(d) Tax revenue projections and allocations. Pursuant to the requirements of Section
125.0104(4), Florida Statutes, the tax revenues collected pursuant to this section shall be
used to fund the goals and uses identified in the Okaloosa County Tourist Development
Plan as set forth above. The allocation shall begin Fiscal Year 2013-2014 2014-2015 and
shall continue for subsequent fiscal years until amended by the board.
(1) For the revenues generated by the first percentage point on each dollar, for each
year beginning with fiscal year 2013-2014 2014-2015, the allocation shall be as
follows:
a. To provide and improve beach park facilities or beach improvements
including access; to provide maintenance, renourishment, restoration and
erosion control, including shoreline protection, enhancement, access, cleanup
or restoration of beaches, other waterways; and to provide and improve tourist

including the beaches located within the city limits of the City of Destin. (24-
month projected revenue total, net of administrative charges, is $4,656,000.00
$5,360,000)
b. To the extent that such proceeds are not required for those uses set forth under
section 20-72(d)(1)a. above, then the board may direct that such proceeds may
be used for any other purposes authorized under Section 125.0104(5), Florida
Statutes.
(2) For the revenues generated by the second percentage point on each dollar, for
each year beginning with fiscal year 2013-2014 2014-2015, the allocations shall
be as follows:

year beginning with fiscal year 2013-2014 2014-2015, the allocation shall be as
follows:
a. To provide and improve Visitor Welcome or Information Centers; to provide
for the operations and maintenance of the Convention Center, the Visitor
Welcome or Information Centers, and other tourist destination facilities,
including aquariums and museums within the sub-district; and to provide for

Statutes.
(4) For the revenues generated by the fourth percentage point on each dollar for each
year beginning with fiscal year 2013-2014 2014-2015, the allocation shall be as
follows:
a. For the payment of debt service on bonds issued to finance the construction,
reconstruction or renovation of a convention center and to pay the planning
and design costs incurred prior to the issuance of such bonds. The board
determines that the extension of the fourth percentage point is necessary to
provide funds to operate, maintain, repair or renew the convention center.
Therefore, following the expiration of bonds issued to fund the construction of
the convention center, the proceeds of the fourth percentage point shall be
used for any future expansion, renovation or reconstruction of the convention

Florida Statutes.
(5) The fifth percentage point shall remain in effect until further action by the board.
For the revenues generated by the fifth percentage point on each dollar, for each
year beginning with fiscal year 2013-2014 2014-2015, the allocation shall be as
follows:

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: July 15, 2014
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: Public Hearing for Discontinuance of Fixed Route Transit Service
DEPARTMENT: Growth Management
BCC DISTRICT: All
STATEMENT OF ISSUE: Conduct public hearing to receive input regarding potential
discontinuance of transit routes 1, 2, 3, 4, 5, 14, 20, 30, 32, and 33.
BACKGROUND: During the past three budget cycles, the Board of County Commissioners
has advised that it would need assistance from the municipalities in order to continue to fund the
transit program. During the current Fiscal Year, two routes, 11 and 12 in the Crestview area,
have been discontinued due to lack of funds. Route 33 serving the Destin area, is currently
funded through the City of Destin's financial contribution.
Public transportation in Okaloosa County, including both fixed-route and paratransit service, is
funded by matching federal, state, and local funds. It is important to note that there are
limitations on which funding sources can be used to match others; for example, funds received
through Section 5307 of 49 USC cannot be used to match funds obtained from Section 5311 of
49 USC. Further, Section 5311 funds may only be used in the rural area of the County (north of
Eglin, including Crestview). As shown in Attachment A, the various funding sources are
combined to produce the greatest amount of grant funds possible. It should be noted that the
County receives almost 8 times the amount of grant funding than it spends. It is also important
to note that grants are awarded based on anticipated need, and are subject to change based on
alterations or reductions in service.
Okaloosa County Transit's proposed budget for FY 2015 is $2,778,033, of which $1,078,033 is
for fixed route, and $1,700,000 is for paratransit. Even utilizing 100% of the currently
anticipated transportation disadvantaged grant, Medicaid, block grant, FDOT corridor, and local
(BCC) funds, as well as maximizing the use of the 5311 funds, there is still an anticipated deficit
of $477,645. However, as additional 5307 funds (which require a 50% match) are available to
offset this deficit, the amount is effectively halved to $238,822. Again, this figure should be
considered tentative, as the grant amounts are subject to change.
As the County has received no commitment from any of the municipalities to assist with transit
funding (though some have expressed interest in forming a transit cooperative if the County will
fund the existing system for one additional year), on July 1, 2014 the Board of County
Commissioners set a public hearing to discuss the possibility of discontinuing all of the fixed
transit routes. This public hearing is required by the County's adopted Public Transit Fare and
Route Modifications Policy which states that the County must hold such a hearing 60 days prior
to the changes taking effect. In order for any discontinuances to take effect coincident with the
start of the new fiscal year, the July 15 Board meeting was selected.
Packet Pg. 56
The Board of County Commissioners may, at its discretion, discontinue the public transit routes.
However, doing so will cause an increase in the demand for paratransit services. Since the
inception of the fixed route system, OCT has worked to move riders from paratransit onto the
fixed system. According to records maintained by OCT, there are an estimated 45,000 trips per
year that are qualified for the Transportation Disadvantaged Program that are riding the fixed
route system. If the fixed routes are eliminated, many of these riders will in all likelihood resort
back to paratransit. In addition, other riders for whom the system has needed to be deviated will
also request service.
This is significant since under the current grant scenario there are adequate funds in combination
with the BCC dollars to provide paratransit at the currently anticipated level. However, if there
is a significant increase in paratransit demand, the existing funding level may not be sufficient.
Further, since under a reduced fixed route scenario the County would be providing a reduced
level of transit service, the state and federal grants will in all likelihood be reduced.
While the existing level of funding is insufficient to maintain the current network of fixed routes
in conjunction with paratransit, County staff and OCT have reviewed the routes and believe that
some fixed route service may be maintained. This will help reduce the increased demand on
paratransit, and will have an ameliorating effect on the reduction of grant funding, although some
reductions should be expected. Unfortunately, it is impossible to predict the amount of reduction
until such time as the granting agencies have reviewed whatever reductions in fixed route service
may occur. Further, while staff has endeavored to ensure that route changes could occur at the
start of the fiscal year, there are funds sufficient to operate the fixed routes partially into the
fiscal year to allow additional time for consideration.
OPTIONS: Following the public hearing, the Board has a number of options. First, it may
direct staff to move forward with the discontinuance of all the routes beginning October 1. As an
alternative, it may direct staff to only reduce the routes to the level that may be supported by the
current level of funding, or to continue the existing system into the new fiscal year only as long
as current funding levels allow. Finally, the Board may allocate additional funds to maintain the
current system for an additional fiscal year to allow time for the formation of a transit
cooperative with the municipalities.
RECOMMENDATIONS: In order to preserve flexibility for the Board's decision-making, staff
recommends that the Board move to discontinue the routes as advertised, but within the motion
reserve the right maintain some fixed route service subject to Board approval prior to October 1.

TO: Honorable Chairman and Members of the Board
FROM: Don Turner
SUBJECT: Sheriff's Shalimar Building - Change Order
DEPARTMENT: Facility Maintenance
BCC DISTRICT: All
STATEMENT OF ISSUE: (FM) Request BCC approval of a Change Order to Lord & Son's
Contract to Begin the Construction of the New Building.
BACKGROUND: The construction drawings for the Sheriff's new building at his administrative
complex in Shalimar are nearing completion. They should be 100% complete by the end of July.
However, to keep the project on schedule for completion in this calendar year, some elements of
the building need to be ordered now.
The complete list is included with the attached change order request, but it includes the building
package, the elevator, and the site work among other elements. When the project was approved
by the Board, the approved funding was limited to the design fees and the pre-construction fees
for the CM. This change order will require funding in the amount of $306,730 for this first
round of construction phase expenses. The $306,730 may come from General Fund Reserves or

SUBJECT: Disadvantaged Business Enterprise Objective/Policy Statement
DEPARTMENT: Growth Management
BCC DISTRICT: ALL
STATEMENT OF ISSUE: The Department of Growth Management requests the Board to

BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: July 15, 2014
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: 2015 Defense Infrastructure Grant Application
DEPARTMENT: Growth Management
BCC DISTRICT: All
STATEMENT OF ISSUE: Apply for 2015 Defense Infrastructure Grants for Shoal River
Buffer
BACKGROUND: Funds have become available through the Defense Infrastructure Grant
(DIG) program as provided in Section Chapter 280.980 of the Florida Statutes. The purpose of
the DIG program is to provide funds to local governments for projects (e.g. construction, land
purchases, easements) that have a positive impact on an installation’s military value and which
also benefit the local community. It is the intention of the program to address issues such as
encroachment, transportation and access, utilities, communications, housing, environment, and
security. Infrastructure related projects can include studies and analyses specifically in support of
infrastructure projects. It is not the intent of the Florida Legislature to fund on-base military
construction projects.
There is a limit of $200,000.00 per application, and communities may submit an application for
two projects per base or installation. Applications must be submitted to Enterprise Florida
through the Economic Development Council. The application deadline is July 25, 2014
The attached application requests $200,000 to be used by the Okaloosa County to acquire
property along the Shoal River that will protect a future water supply as well as buffer Duke
Field from encroachment that could negatively impact missions. In addition, it shows a
$200,000 match which we anticipate receiving through the Department of Defense's Readiness
and Environmental Protection Initiative program.
The attached application builds on previous Shoal River DIG applications as well as the Water
and Sewer Department's prior acquisition of land along the Shoal River.
RECOMMENDATION: Staff recommends that the Board review and approve the proposed
Defense Infrastructure Grant application, and authorize the Chairman to sign the grant
application and if successful, the subsequent grant agreement and any other grant documents
required during the term of the grant.

SUBJECT: 14-SP-01 State Grant to Library
DEPARTMENT: Library Cooperative
BCC DISTRICT:
STATEMENT OF ISSUE: The 2014 Legislature approved a grant payment of $85,635 to
Okaloosa County Public Library Cooperative and the funds were made available for current year
execution. Grant agreement was received by OCPLC on June 16; complete execution was
required by June 30, 2014. Governing Board Chair of OCPLC and County Finance Director have
already signed and the grant agreement has been executed at the State; payment has been
initiated.
BACKGROUND: This grant represents the amount of the FY2011-2012 State Aid that the
Cooperative did not receive due to a filing error. The State labels this a "program grant" because
it did not come from the funds earmarked State Aid to Libraries. A program grant includes a
narrative and draft budget, which have been submitted and accepted by the State Library. Unlike
traditional program grants, however, this grant does not have a specified ending date and the
Cooperative may elect to spend the funds differently than expressed in the grant narrative and
budget. Expenditure guidelines are the same as for State Aid funds -- to be used for the operation
and maintenance of the library and not for construction.
RECOMMENDATIONS: Staff recommends Board ratify the execution of the grant agreement.

PROGRAM GRANT NARRATIVE -- OKALOOSA COUNTY $85,635
Program funds will support library service and development in technology infrastructure, increased
digital services to patrons, and custom projects in libraries.
The six public libraries in Okaloosa County provide critical access to technology for a population of
approximately 190,000 people. Libraries are the only source of free Internet access and computers in
the community. They provide classes in computer skills and the opportunity to experience and test
developing technologies. The public relies upon libraries as a testing ground to help them make
informed decisions on whether individual investment in technologies will be useful, achievable or
economical. The public relies upon libraries to provide access to technology that is not financially
possible or technically feasible at their homes.
Tablet style devices are an example of a quickly growing segment of technology that Okaloosa libraries
have been unable to support. They have not provided even demonstration tablets for patrons to
explore. And without tablets to train upon, there are very few library employees knowledgeable enough
to assist patrons who bring their own tablets to the library. The Pew Research Center reported that as of
January 2014, 42% of American adults own tablets. The Cooperative does not offer sufficient eBooks
and eAudio books to meet customer demand, and it has yet to provide digital magazines. As more
patrons come to the library with their own devices, the inability to print wirelessly has become a
significant issue in customer service.
Not all patrons are able to attend computer skills classes in libraries due to transportation or work
schedule issues. Others simply prefer to work at self-paced, online instruction. Some community
members also need to build basic skills in reading and math that increase their employment options, or
to prepare for professional certification exams and higher education entrance exams. Helping to build a
ready workforce is a priority for the Cooperative. The addition of online study tools for these purposes is
needed. Patrons without home access to Internet will be able use library computers at their
convenience to pursue the classes.
Program funds will be used to expand the collection of digital books and audio books offered through
the OCPLC OverDrive service. A digital magazine service will be added for FY2014-2015; each library will
receive an iPad for customer access to digital magazines and as a teaching/demonstration tool for
patrons. A wireless printer will be purchased for each library. A subscription to an online self-education
program, such as Learning Express Library or Universal Class, will be purchased for FY2014-2015.
In addition to the important role as technology innovator and provider, the libraries maintain their
historic functions of circulating materials, resource sharing and programming through reliance on
electronic systems. These systems require upgrades to most effectively provide the services needed by
library clientele. The replacement of old computers and peripheral equipment will ensure efficient,
accurate services to library visitors. In the past year, the libraries had to replace all Windows XP
computers on both staff and public networks due to the cessation of Microsoft support. This large scale
replacement of over 190 machines strapped the libraries’ budgets; there are still old computers in
service and several libraries did not have sufficient funds to replace the scanners and printers. This
Packet Pg. 197
situation necessitated the use of “work-arounds” for old peripherals without USB connections which
limits functionality and requires repair orders from the county’s technical support department.
Program funds will be used to replace barcode scanners and receipt printers at three of the six libraries.
A 10-year old laser printer will be replaced. Eight out-dated patron computers will be replaced. An OPAC
computer and a staff computer will be added to the network.
An accurate database of holdings and a customer-friendly catalog interface are essential to help patrons
find the information they seek. The Cooperative’s ILS includes an inventory module that the libraries are
unable to use because old hand-held inventory devices stopped working almost two years ago and could
not be replaced. The inability to perform an inventory is damages the libraries’ need for accuracy and
accountability of its materials. Library users desire more interactivity with the online catalog, asking for
more content and a more seamless interface with the OverDrive digital site. Patrons also wish to receive
their hold and overdue notices by SMS message, which is not currently possible with the ILS.
Program funds will be used to add functionality to the ILS shared by Cooperative members. Each library
and the Cooperative office will receive a tablet and wireless scanner with which to do inventory; a
wireless receipt printer will be added to the kit so the devices can also be used for mobile circulation
functions.
Program funds will be used to assist Cooperative member libraries in achieving individualized service
goals, most of which center around technology. Items to be purchased include computers and recording
equipment for a multimedia lab, laptop computers, additional tablets, multimedia projector and screen,
TV monitor, and listening station. Library projects will also require chairs, juvenile nonfiction books,
adult fiction books and library shelving.
Funds not expended on these anticipated projects will be used for the operation and maintenance of
library services, and will be accounted in the final grant report.

DEPARTMENT: Public Safety
BCC DISTRICT: All
STATEMENT OF ISSUE: Request approval to pay Airgas, Inc., for the outstanding May 2014
invoice in the amount of $2,699.38.
BACKGROUND: Airgas, Inc., is the sole medical oxygen vendor for Okaloosa County
Emergency Medical Services. Historically, invoices for oxygen services have been paid by
after-the-fact purchase order. “After-the-fact” meaning the department did not submit a
requisition to Purchasing for approval prior to placing the order. These types of purchases do not
comply with the current Purchasing Policy and as of October 1, 2013, Finance no longer
approves purchase order payments for services invoiced after-the-fact.
Staff is working with Purchasing and Finance to ensure requests/purchases are made according

STATEMENT OF ISSUE: Request for approval to advertise the Request for Bids (RFB) and to
administer the construction of Grant Agreement No. S0697 with the Florida Department of
Environmental Protection (FDEP) for improvements to the Tanglewood and Overbrook
Stormwater Basins. The construction of this project is being funded by an appropriation from
funds received from the Deep Water Horizon Oil settlement. FDEP is contributing $414,432.00
towards the construction of this project.
BACKGROUND: As a result of a settlement related to the Deep Water Horizon Oil Spill, FDEP
has allocated funds to assist with stormwater improvement projects. FDEP staff has identified
two projects from the Gap Creek Watershed Water Quality Study (performed in 2008) for
funding with this agreement. The two projects include improvements to the Tanglewood
Stormwater Basins and the Overbrook retention area. Funding provided from FDEP is required
to be strictly utilized for project construction.
Final plans have been completed by the Northwest Florida Water Management District (WMD)
and have been submitted to Public Works. Once all permits are received, staff will advertise the
RFB and both projects will be bid together with an anticipated construction duration of 180 days.

SUBJECT: Seeking Approval to Purchase Class 1 Rip Rap.
DEPARTMENT: Public Works
BCC DISTRICT: All
STATEMENT OF ISSUE: [PW] Seeking approval to purchase Class 1 Rip Rap from Southern
Rock & Lime for the Gilmore Road Project.
BACKGROUND & ANALYSIS: The Public Works Department has requested the purchase of
class 1 rip rap for the construction of Gilmore Road. The amount of rip rap needed was not
anticipated as part of the initial project design/estimate. Bids were solicited through Purchasing
and three bids were received. Southern Rock and Lime submitted a bid meeting specifications
for a total cost of $57,776.25. The total funding approved for the project in the FY14 Local
Option Gas Tax (LOGT - 3202) account was $150,000. Public Works staff is requesting the
Board also approve exceeding the $150,000 project budget for the purchase of the rip rap. Due
to storm and other project delays, it is unlikely that the Road Department will get to placement of
all of the Asphalt Millings projects this year. The asphalt millings account has a balance of
$100,000 that can be utilized to fund the over run for Gilmore Road.
OPTIONS: Approve/Deny purchase of class 1 rip rap from Southern Rock and Lime and
approve the transfer of funding.
RECOMMENDATION: Staff recommends approving purchase of class 1 rip rap from
Southern Rock and Lime in the amount of $57,776.25and approve the transfer of funding from
3202-553038 Materials-Millings to 3202-563162 Gilmore Road.

SUBJECT: IMap Software - 50% advance payment
DEPARTMENT: Tourist Development Department
BCC DISTRICT:
STATEMENT OF ISSUE: Request approval for payment in advance for 50% of first-year
interactive floor plan software costs for the Emerald Coast Convention Center.
BACKGROUND: iMap Multimedia provides an interactive floor plan service allowing people
to virtually tour the Emerald Coast Convention Center online. Visitors to
emeraldcoastconventioncenter.com will simply click on the landing page floor plans and be able
to link out to the iMap site which hosts all the convention center’s diagrams and pictures in an
interactive format that gives clients the ability to see rooms and determine how their event will
fit within the convention center’s space. Although the software doesn’t in anyway touch the
county network, Tourist Development sought and obtained Information Systems concurrence
with the purchase.
The total package price is $11,760 for the first year, including the first year’s license fee. The
annual license fee of $1,960 is recurring every year thereafter. There is a considerable amount of
resource requirements to customize the software to meet the specific needs of the Emerald Coast
Convention Center, and advanced payment is industry standard practice. iMap’s official policy
is to receive 50% of payment upon agreement acceptance to secure and schedule in the project
and help fund the development cost for the project, with the other 50% upon projection
completion. There is no exception to this policy and iMap can only engage in delivering projects
under this payment arrangement presented in the proposal.
Pursuant to Section E.700(2) of the Tourist Development Department Operations and Procedures
Manual, no advancement of funds will be issued unless specifically approved by the Board.
Pursuant to the State Chief Financial Officer’s Reference Guide for State Expenditures, advance
payment may be made if the payment results in savings equal to or greater than the amount
earned by investing the funds and paying later or if the payment is essential to the operations of
the agency and the goods or services are available only if advance payment is made. In this
particular case, the services are available only if advance payment of 50% of first-year cost of
$11,760 is made.
OPTIONS: Approve or Disapprove
RECOMMENDATION: Approve payment in advance for 50% of first-year interactive floor
plan software costs for the Emerald Coast Convention Center.

SUBJECT: Sport Fishing TV Promotional Marketing Opportunity
DEPARTMENT: Tourist Development Department
BCC DISTRICT:
STATEMENT OF ISSUE: Request approval of an amount not-to-exceed $15K from
Promotional Reserve for a 30-minute sport fishing television episode, online video production,
and print and online editorial.
BACKGROUND: The Tourist Development Department was approached in late June about a
30-minute television episode showcasing Destin fishing. The episode would air 76 times during
the year on nine networks, including the World Fishing Network. The $10K cost includes a
sport fishing television episode, online video production, and print and online editorial, with the
objective of increasing visitation and lodging facility occupancy. Additionally, meals,
accommodations, and transportation are estimated at $5K. However, based on when filming
occurs, a large portion of these ancillary expenses may be covered by industry partners.
The Consolidated Strategic Marketing Plan (SMP) adopted by BCC on May 6, 2014 includes a
Promotional Reserve category in the amount of $150,061. Funding in the amount of $80,699
remains.
The TDC recommended approval of an amount not-to-exceed $15K for this television

SUBJECT: Small Market Meetings Conference payment approval
DEPARTMENT: Tourist Development Department
BCC DISTRICT:
STATEMENT OF ISSUE: Request approval of payment in the amount of $5,000 to Small
Market Meetings Conference for Breakfast Day 2 Sponsorship.
BACKGROUND: The Emerald Coast Convention Center (ECCC) attends the annual Small
Market Meetings Conference to promote the convention center as the ideal meeting destination
for small to medium sized groups. Breakfast sponsorship entitles the ECCC to a 15-minute
presentation and inclusion in all of the print and web materials for the conference. Marketing
and advertising exposure occurs well in advance of the breakfast itself. The brochure goes out to
thousands of meeting planners the organization invites to the conference and includes the ECCC
logo next to the breakfast being sponsored. The ECCC is also prominently listed on the
conference sponsor webpage.
A purchase requisition was entered for this. However, the invoice was dated and received prior
to issuance of the purchase order so there is no method to pay the vendor in accordance with
County purchasing policy. Board approval is requested to pay the vendor.

SUBJECT: Fishing Show Pilot Production
DEPARTMENT: Tourist Development Department
BCC DISTRICT:
STATEMENT OF ISSUE: Request approval of $6,200 from Promotional Reserve for the
production of a fishing show television pilot.
BACKGROUND: The Tourist Development Department was approached in late June about
funding a pilot for a fishing show spinoff from Justin Martin Hunting, a successful hunting show
on the Sportsman Channel produced by Justin Martin of Enterprise, AL. The premise of the
show is to run sweepstakes to bring a different family to the area for each episode, with the non-
fishing spouse visiting local shops, restaurants, and attractions. The $6,200 cost supports
production of a pilot, which has not yet been picked up by a network. If the show is picked up
by Sportsman Channel or a network of equivalent value, the estimated cost would be $73,800 for
the rest of the first season (12 episodes, with multiple airings per month). TDD would be
permitted to exercise control of production locations, with the objective of increasing visitation
and lodging facility occupancy.

SUBJECT: Beach Restoration MSBU - Initial Assessment Resolution FY 2015
DEPARTMENT: Tourist Development Department
BCC DISTRICT:
STATEMENT OF ISSUE: Request approval and adoption of the Beach Restoration MSBU
Initial Assessment Resolution and scheduling of a Public Hearing to consider adoption of the
Final Assessment Resolution.
BACKGROUND: On December 4, 2007, the County adopted Ordinance 07-71 which created
the Okaloosa County Beach Restoration Municipal Services Benefit Unit (MSBU). The purpose
of the MSBU is to facilitate the imposition of special assessments to partially fund the Beach
Restoration Project within the MSBU. As a result of prior action of the Board, the assessment
within the Okaloosa Island Subarea has been eliminated and refunds paid. Therefore, this
assessment will only be within the Destin Subarea.
The Initial Assessment Resolution before the Board will begin the process for the imposition of
the assessment for Fiscal Year 2014-2015. The purpose of this Initial Assessment Resolution is
to establish the proposed rates for the assessment, direct that notice be given for a public hearing
to consider the adoption of a final assessment resolution and schedule that hearing. The rate of
the assessment will be the same as imposed in the prior fiscal years and will only be imposed
within the Destin Subarea.
OPTIONS: Approve or Disapprove
RECOMMENDATION: Approve and adopt the Initial Assessment Resolution for the Destin
Subarea within the Okaloosa County Beach Restoration Project Municipal Service Benefit Unit
for Fiscal Year 2014-2015 and schedule a public hearing for August 19, 2014 at 6:00 p.m. at the

SECTION 5. LEGISLATIVE FINDINGS. It is hereby ascertained, determined
and declared that:
(A) Article VIII, Section 1 of the Florida Constitution, and Sections 125.01 and
125.66, Florida Statutes, grant to a board of county commissioners all powers of local
self-government to perform county functions and to render services for county purposes
in a manner not inconsistent with general law, or with special law approved by vote of
the electors, and such power may be exercised by the enactment of county ordinances.
(B) The Board of County Commissioners of Okaloosa County, Florida, has
enacted the Ordinance providing for the creation of an MSBU and authorizing the
imposition of Assessments to fund the construction of the Project to serve the property
located therein.
(C) The MSBU created two subareas, however, assessments are only
imposed within the Destin Subarea, the proceeds of which are to be used to fund
construction of the Project in that Destin Subarea.
(D) The Project provides a special benefit to all property located within the
Destin Subarea of the MSBU including improving and securing road access, protecting
the natural environment associated with the beach, providing enhanced storm
6
Packet Pg. 470
protection, protecting and enhancing the market value and marketability of properties
within the Destin Subarea of the MSBU, and enhancing the use and enjoyment of such
property through the provision of aesthetic benefits and recreational beach amenities.
The Project will provide property owners within the Destin Subarea of the MSBU with a
greatly expanded beach area for their use and enjoyment. The presence of the beach
also serves as a primary motivator for people to live in the Destin Subarea of the MSBU
or to visit those properties.
(E) The Board hereby adopts and incorporates by reference that certain study
entitled “Okaloosa County Funding Feasibility Study for Beach Restoration on Okaloosa
Island and City of Destin,” dated October 1, 2007, prepared by Coastal Tech (the
“Feasibility Study”), including particularly the assumptions, methodology, conclusions
and findings in such study as to the allocation of anticipated benefits and costs of the
Project amongst properties within the Destin Subarea of the MSBU. The Feasibility
Study is available for inspection at the Emerald Coast Convention & Visitors Bureau,
located at 1540 Miracle Strip Parkway, Ft. Walton Beach, Florida 32548.
(F) Since the benefits received by properties from the Project vary depending
on the type of benefit and proximity to the Project, with all properties receiving a
recreational benefit and with beachfront properties receiving a storm protection benefit,
it is fair and reasonable for the County to establish separate Areas and apportion a
share of the Capital Cost among the Areas as set forth in the Feasibility Study.
(G) The Board finds that the treatment of hotel and commercial facilities within
the boundaries of the MSBU as more fully described in the Feasibility Study is fair and
reasonable based upon the respective benefits derived from the Project. Any
7
Packet Pg. 471
differences in the treatment of various property uses is based upon reasonable and
appropriate differences existing between these properties as more fully discussed in the
Feasibility Study.
(H) The Board hereby finds and determines that the Assessments to be
imposed in accordance with this Resolution provide an equitable method of funding the
construction of the Project by fairly and reasonably allocating the cost to specially
benefitted property based upon the relative degree of benefit attributable to each parcel
as more fully described in the Feasibility Study.
(I) Certain properties were excluded from the Project area and it would be
inequitable for those properties to pay the assessments. Therefore, they are excluded
from the Assessment Roll.
(J) The Board hereby finds that each property within the Destin Subarea of
the MSBU will be benefited by the construction of the Project in an amount not less than
the Assessment imposed against such property, computed in the manner set forth in
this Resolution and the Feasibility Study.
SECTION 6. ASSESSMENT ROLL. The County Administrator is hereby
directed to prepare a projected estimate of the Capital Cost of the Project and to
prepare the Assessment Roll in the manner provided in the Ordinance. The

Assessments among the parcels of real property within the Destin Subarea of the

determined by use of a computer terminal available to the public.
The Assessment Roll shall reflect that each Tax Parcel be assessed the same
amount as assessed against that parcel for Fiscal Year 2013-2014. A copy of the

imposed against property located within the Destin Subarea of the MSBU, less the
Excluded Properties, for each Fiscal Year of the Assessment Period, the amount of
which shall be computed in accordance with the methodology set forth in the Feasibility
Study. The apportionment methodology contained in the Feasibility Study is hereby
approved and found to be a fair and reasonable method of apportioning the Capital
Costs among the benefited properties.
The Tax Parcels described in the Assessment Roll are hereby found to be
specially benefited by the provision of the Beach Restoration Project in the amount of
the annual Assessment set forth in the Assessment Roll.

NOTICE OF HEARING TO IMPOSE AND

WITHIN THE DESTIN SUBAREA
Notice is hereby given that the Board of County Commissioners of Okaloosa
County, Florida, will conduct a public hearing to consider reimposing non-ad valorem
special assessments against parcels of property located within the Destin Subarea of
the Okaloosa County Beach Restoration Project Municipal Service Benefit Unit (MSBU),
and to collect the special assessments on the ad valorem tax bill for the Fiscal Year
beginning October 1, 2014 and for the remainder of the assessment period. The
amount of the assessment will be the same amount as levied for the last Fiscal Year.
A public hearing will be held on August 19, 2014 at 6:00 p.m., in the Water &
Sewer Building, 1804 Lewis Turner Boulevard, Fort Walton Beach FL, or as soon
thereafter as the matter can be heard, for the purpose of receiving public comment on
the proposed assessments, including the collection on the ad valorem tax bill. If you are
a person with a disability who needs any accommodation to participate in this
proceeding, you are entitled, at no cost to you, to the provision of certain assistance.
Please contact the Board of County Commissioners at (850) 651-7105, or in writing to
the Board of County Commissioners, 1804 Lewis Turner Boulevard, Suite 100, Ft.
Walton Beach, Florida 32547, at least three days prior to the public hearing. All
affected property owners have a right to appear at the hearing and to file written
objections with the Board of County Commissioners within twenty days of the
publication of this notice. If a person wishes to appeal any decision made by the Board
of County Commissioners with respect to any matter considered at the hearing, such
person will need a record of the proceedings and may need to ensure that a verbatim
record is made, including the testimony and evidence upon which the appeal is to be
made.
The assessments are proposed to fund the restoration of the beach within the
Destin Subarea of the MSBU ("Destin Restoration Project"). The assessment for each
parcel of property will depend on the benefits accruing to the property based upon the
B-1
Packet Pg. 480
parcel’s location in relation to the Destin Restoration Project, the number of dwelling
units, the parcel size and the use of the property. All property being assessed within the
Destin Subarea will be subject to a Recreation Area Assessment. Additionally, parcels
being assessed within the Destin Subarea of the MSBU located on the beach shall be
within the Storm Damage Reduction Area, and subject to an additional assessment. A
more specific description of the methodology is contained in the Funding Feasibility
Study. Additionally, as the amount of the assessment varies among the benefited
properties through the consideration of various factors, the maximum annual amount of
the assessment for each property also varies. Therefore, the maximum annual
assessment for each specific property is contained in the updated Assessment Roll for
the Fiscal Year commencing October 1, 2014. The Funding Feasibility Study, the
updated Assessment Roll, the MSBU Ordinance and all relevant County resolutions are
available for inspection at the Office of the County Administrator, 1804 Lewis Turner
Boulevard, Suite 400, Ft. Walton Beach, Florida 32547, and at the Emerald Coast
Convention & Visitors Bureau, located at 1540 Miracle Strip Parkway, Ft. Walton Beach,
Florida 32548.
The County intends to finance the Destin Restoration Project over a period of
eight years, commencing with the 2008 Fiscal Year. The assessments will be collected
in eight annual assessments on the ad valorem tax bill, pursuant to section 197.3632,
Florida Statutes, beginning in November 2008 and continuing annually thereafter for the
remainder of the assessment period. Failure to pay the assessments will cause a tax
certificate to be issued against the property which may result in a loss of title.
Questions regarding the assessment and the process for collection may be
directed to (850) 651-7131.

Dear Property Owner:
On December 4, 2007, the Okaloosa County Board of County Commissioners
adopted Ordinance 07-71, as amended, creating the Okaloosa County Beach
Restoration Project Municipal Services Benefit Unit (MSBU), which contains the Destin
Subarea. The purpose of this MSBU is to provide for beach restoration in the Destin
Subarea (Destin Restoration Project). The cost of the Destin Restoration Project will be
funded by assessments against properties benefited by the Destin Restoration Project
and by other revenues.
The amount of the assessment for each parcel of property will depend on the
benefits accruing to that property based upon the parcel’s location in relation to the
Destin Restoration Project, the number of dwelling units, the parcel size and the use of
the property. All property within the Destin Subarea of the MSBU will be included in the
Recreation Area (REC Area) with a portion of the assessment costs allocated on a pro
rata basis among the properties. Properties located on the beach within the Destin
Subarea shall be included within the Storm Damage Reduction Area (SDR Area).
Property within the SDR Area will be allocated a portion of the assessment costs based
upon a point system which considers the above factors.
The County intends to finance this assessment project. This will permit the costs
attributed to your property to be amortized over the remainder of the total assessment
period not to exceed eight (8) years beginning in 2008.
The annual assessment on your property will include your share of principal,
interest and collection costs. The maximum annual assessment proposed to be
imposed on your property shall not exceed $ . The County intends to
include the annual assessments on your ad valorem tax bill to be mailed in November,
2014 and will continue annually thereafter. Failure to pay the assessments will cause a
tax certificate to be issued against the property which may result in loss of title. The total

proposed assessment to be collected on all properties within the Destin Subarea of the
MSBU is $ , inclusive of all administrative costs and statutory discounts

STATEMENT OF ISSUE: Request approval to appoint Martin Owen to fill a vacant seat on
