BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: June 21, 2016
TO: Honorable Chairman and Members of the Board
FROM: Zan Fedorak
SUBJECT: Request approval to award the bid to Dalton Brothers for the Noise Wall
Project
DEPARTMENT: Purchasing
BCC DISTRICT: 5
STATEMENT OF ISSUE: Staff requests Board approval to award the Destin Executive
Airport (DTS) Noise Wall project bid to Dalton Brothers, Inc. in the amount of $382,235.82.
BACKGROUND: The Airports Department requested a bid to solicit the Noise Wall project at
the Destin Executive Airport (RFB AP 97-15). Bids were received and opened on June 1, 2016.
Four (4) bids were submitted and after review, Dalton Brothers, Inc. was determined to be the
lowest most responsive bidder.
H.G. Harders & Son, Inc. $648,836.00
Leisure Construction, Inc. $521,870.31
Lord & Son Construction, Inc. $434,940.54
Dalton Brothers, Inc. $382,235.82
Michael Baker, consultant on the project, assisted with review of Dalton Brothers, Inc.’s bid
submittal. It was revealed there was a minor math error that reduced the base bid total to
$382,235.82 from $382,249.00. In addition, there was a minor irregularity on the bid bond
wording in that the statement of the amount states that it will provide a bond which is 5% of the
bid, as required, but did not state the amount. Based upon the review, the submittal provided by
Dalton Brothers, Inc. provided the lowest total bid amount of $382,235.82 and included all work
specified in the bid documents. Staff requests Board approval to award the bid to Dalton
Brothers, Inc. A contract will be prepared and brought back before the Board for approval.
The Airports Department has a Joint Participation Agreement (JPA) in place for Security
Improvements at all three (3) Airports. The portion of the JPA currently budgeted for the Noise
Wall Project is as follows: Department of Transportation (FDOT) $270,528.00; and Local
Match $67,632.00. Airport Staff will re-budget the JPA for the balance of the project,
$44,075.82 and other expenses that are not currently budgeted. There is sufficient funds on the
JPA to cover the project. The recommendation has been approved by the Florida Department of
Transportation (FDOT) and the approval email has been attached as back-up documentation. A
location depiction aerial is also attached for reference.
Additional Background: On February 24, 2015, the Airport Compatibility Advisory Committee
reviewed, voted, and recommended that the Airport move forward with the project. The project
was publicly advertised on September 28, 2015. On October 28, 2015, Three (3) bids were
received and evaluated by the engineering design firm, Michael Baker, Inc., and all three bids
more than doubled the engineer’s estimate and available project FDOT grant funding. In
consultation with the FDOT Aviation Office, it was recommended and in the best interest of the
County to reject all bids and re-advertise the Request for Bids for the construction of the project.
The Board approved the rejecting of all bids and re-bidding for construction of the DTS Noise
Wall on January 19, 2016.
Previous Board action in support of the DTS Noise Wall Project:
