BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 21, 2016 TO: Honorable Chairman and Members of the Board FROM: Zan Fedorak SUBJECT: Request approval to award the bid for the construction of Mid County Tank #4 DEPARTMENT: Purchasing BCC DISTRICT: 1 STATEMENT OF ISSUE: Staff requests Board approval to award the bid for the construction of the Mid County Tank #4 to Phoenix Fabricators and Erectors, Inc. (RFB 53-16 WS) BACKGROUND & ANALYSIS: Water & Sewer staff requested a bid for the construction of Mid County Tank #4. Purchasing staff advertised the bid and on June 1, 2016 three (3) bids were received. Poly Engineering, the consultant for the project, has assisted with the review of the bids. It was determined that Phoenix Fabricators and Erectors, Inc. was the lowest responsive/responsible bidder for the amount of $1,234,173. The resulting contract will be for the construction of a 750,000 gallon tank and ancillary features. (This bid did not include painting of the tank. A separate bid for the painting will be advertised at a later date.) The project location is in Crestview just north of Airport Road on the east side of Highway 85. The original project budget was $2,753,500 and of that amount, $1.25 million is from a Northwest Florida Water Management District (NWFWMD) Grant. The construction of the Mid County Tank #4 will be a portion of the budget. Future costs will include the construction of approximately ½ mile of water main and painting of the tank. The inclusion of the engineering costs with the future construction and painting has the project still on track with the proposed budget. ADDITIONAL BACKGROUND PROVIDED BY WATER & SEWER STAFF: In June 2011, staff went through a Needs Analysis, producing a list of projects that were necessary, but unfunded due to economic constraints. That final document included a list of projects, one of which was the Bob Sikes Water Tank. OCWS currently has a 1.25 million-gallon ground storage tank, located northwest of the Bob Sikes runway. This tank serves the potable water system, but the primary reason is to maintain a large volume of water for fire suppression of the hangars in the Bob Sikes Industrial Park. The current tank is sized per the insurance requirements of BAE and L-3 Communications. For the Industrial Park to continue to develop, a new large capacity water tank is needed. Additionally, the existing Airport Tank cannot be taken out of service for maintenance because it is the only elevated tank in the Mid County Service Area upper pressure zone. Since June 2011, this Bob Sikes Elevated Water Tank (AKA "Mid County Tank #4) has been placed in our 5-year Capital Improvement Plan (CIP). In October 2014, staff submitted an application for a NWFWMD grant application via the Water Supply Development Community Assistance Initiative. The application was for $1,250,000, which is estimated to be half of the construction cost of a new elevated 750,000 gallon hydro pillar tank. The tank would be similar to our Live Oak & Oddfellow Tanks, constructed in the mid-2000s. In February 2014, staff received notice (attached) from NWFWMD that the project was approved for funding by the District's Governing Board in the amount of $1,250,000. OPTIONS: Approve/Disapprove the award of the bid to Phoenix Fabricators and Erectors, Inc. for the construction of the Mid County Tank #4 for the bid price of $1,234,173.
