STATEMENT OF ISSUE: Request approval of the contract with Panhandle Animal Welfare
Society, Inc. for animal control services. (RFQ PS 70-15)
BACKGROUND & ANALYSIS: In accordance with and pursuant to the authority of Chapters
125 and 828, Florida Statutes, the Board of County Commissioners established Ordinance 92-25
in the interest of public health, safety and welfare, to provide protection for, and to regulate and
control domestic animals in the county.
On October 15, 2015 a request for qualifications was due for a vendor to provide animal control
and related services. One submittal was received from the Panhandle Animal Welfare Society,
Inc. (PAWS). Staff has successfully negotiated a contract for the annual price of $492,000.
The contract will allow a two percent (2%) increase after the completion of year three (3) of the
Agreement. The contract will be effective upon execution by both parties and shall
automatically terminate five (5) years from the date of execution. The agreement may be
extended for up to two (2) additional periods of one (1) year. The contract focuses on the service
being provided in compliance with all County ordinances, Florida statutes, and applicable laws
and regulations. Reports and documentation that ensure accountability to staff and the citizens
of Okaloosa County will be addressed in the contract language. Staff requests approval of the
contract and authorization for the Chairman to sign the document. The contract is attached to this
agenda item by a contract link document.
