STATEMENT OF ISSUE: Purchasing requests Board approval to purchase a Vactor truck
from the National Joint Powers Alliance Cooperative Contract (NJPA).
BACKGROUND & ANALYSIS: The Water & Sewer Department expressed a desire to
purchase a Vactor truck and Purchasing staff has completed the procurement research for the
vehicle. A vactor truck is a highly specialized vehicle with detailed specifications. Purchasing
staff researched cooperative contracts for the specialized vehicle. These cooperative contracts
have been competitively bid and they give entities the opportunity to take advantage of their
pricing. Prices from three cooperative contracts were reviewed to obtain the best price. The
NJPA cooperative contract was for a 2017 Freightliner 114SD for the lowest price at $380,007.
A price was also provided from the Texas Local Government Purchasing Cooperative for a
Peterbilt 46K Air Trac for a total of $404,336.50. The Florida Sheriff’s contract was also
reviewed which quoted a 2017 Freightliner 114 SD for $400,125. The Water & Sewer
Department has provided budget confirmation for the purchase. Purchasing staff request Board
authorization to purchase a Vactor truck from the NJPA Cooperative Contract for a total price of
$380,007. The specifications have been reviewed by Water & Sewer and Fleet staff. Upon
approval by the Board a requisition will be processed for the purchase.
OPTIONS: Approve/Deny the purchase of a 2017 Freightliner Vactor Truck from the NJPA
Cooperative Contract for a total price of $380,007.
RECOMMENDATION: Staff recommends approval purchase a 2017 Freightliner Vactor
Truck from the NJPA Cooperative Contract for a total price of $380,007.
