STATEMENT OF ISSUE: Request approval of the Tobacco Free Workplace Policy.
BACKGROUND: In looking for efforts the County could take toward lowering health insurance
premiums, on September 16, 2014, the Board of County Commissioners approved converting to
a Tobacco Free Workplace. The Tobacco Free Workplace Policy has been created to comply
with the direction of the Board.
Implementation of this policy necessitates modification to Chapter XVII, Section C of the
Okaloosa County Human Resources Policy Manual to reflect moving from a Smoke-Free
Workplace to a Tobacco Free Workplace. These policies are proposed to be effective on
October 1, 2016.
As part of the Tobacco Free Workplace Plan, the new policy will be communicated to County
employees, and they will be offered the opportunity to participate in free cessation programs
offered through Florida Area Health Education Centers (AHEC) and Tobacco Free Florida.
These programs are designed to help tobacco users quit. The current programs offer support and
guidance, self-help materials, and free nicotine replacement therapy for up to four weeks.
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: 1) Approve the Tobacco Free Workplace Policy to be effective
October 1, 2016; and 2) approve the proposed revisions to the Human Resources Policy Manual
Chapter XVII - Use of County Property, Section C to be effective October 1, 2016.
