BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 21, 2016 TO: Honorable Chairman and Members of the Board FROM: Tracy Stage SUBJECT: Approval of all Rental Car Concession Agreements DEPARTMENT: Airport BCC DISTRICT: 2 STATEMENT OF ISSUE: The Airports Department requests the Board of County Commissioners approve the car rental lease agreements for all rental car companies that were awarded the bid for management and operation of a non-exclusive rental car concession at the Destin - Fort Walton Beach Airport (VPS). (RFB AP 87-15) BACKGROUND: The Airport staff requested a bid be advertised for all responsible and qualified respondents interested in managing and operating a non-exclusive rental car concession at the Destin-Fort Walton Beach Airport. The Board approved the bid award to all respondents on April 5, 2016. The County has up to five (5) rental car concession facilities at the Airport and will be assigning four (4) as outlined in Exhibit A of the agreement. Avis and Budget, Alamo and National, Hertz and Dollar will co-brand and will be operating from one facility per co-brand. Enterprise will be the only brand not in a co-brand agreement. Each of the seven (7) rental car brands were required to sign an agreement regardless of co-branding since each would be required to remit the minimum annual guarantee (MAG) as reflected in Exhibit D and Customer Facility Charges (CFC). In addition, each brand will be required to remit payment for ready/return spaces based on the individual MAG and ranked as follows: Budget, Hertz, Avis, Alamo, Enterprise, National, and Dollar as reflected in Exhibit B of the agreement. OPTIONS: Accept, Reject, or Table RECOMMENDATIONS: Staff recommends approval of the contracts for the management and operation of a non-exclusive rental car concession with a retroactive commencement date of June 1, 2016.
