STATEMENT OF ISSUE: Request Board approval to award to Jim House & Associates, Inc.
for the Camp Rudder Pump Station-Equipment Only (RFB WS 29-15) for the combined lump
sum of $148,980. (District: 3)
BACKGROUND & ANALYSIS: The Water & Sewer Department requested bids for
equipment only for the Camp Rudder Pump Station (RFB WS 29-15). The submittals were due
May 20, 2015 and three (3) respondents submitted bids. The Water & Sewer Staff have reviewed
the bids along with a recommendation from the consulting firm, Polyengineering, Inc. It was
determined that Jim House & Associates, Inc. was not the lowest bid but was the most
responsive respondent for the combined lump sum of $148,980. This lump sum total includes the
base bid at $146,130, additive alternate #1 for $1,250, and additive alternate #2 for $1,600. Staff
requests approval to award to Jim House for the equipment only for the Camp Rudder Pump
Station for the total bid amount of $148,980. Staff also requests that the Board waive the
technicality of the missing corporate seal in the Jim House & Associates, Inc. response which is
supported by legal guidance. Legal has advised that Florida courts recognize the signature of an
individual with authority as binding upon the corporation.
OPTIONS: (1) Approve/Deny award of Jim House & Associates, Inc. for the Camp Rudder
Pump Station-Equipment Only (RFB WS 29-15) for the combined lump sum of $148,980. (2)
Staff also requests the Board waive the technicality of the missing seal on the signature page.
RECOMMENDATION: (1) Staff recommends award of Jim House & Associates, Inc. for the
Camp Rudder Pump Station-Equipment Only (RFB WS 29-15) for the combined lump sum of
