BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 17, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: PW - Asphalt Paving Systems C12-1960 DEPARTMENT: Public Works BCC DISTRICT: All STATEMENT OF ISSUE: Public Works staff provides a list of roads annually to the Board for consideration and approval to have a variety of treatment types performed. Resurfacing roads are performed using internal staff while other preservation techniques are performed utilizing external sources. Public Works requests approval of a task order with Asphalt Paving Systems to perform alternative surface treatments and approval of the overall road resurfacing list. BACKGROUND: Asphalt Paving Systems, Inc is the contractor tasked with providing annual road preservation techniques based upon staff recommendation of treatment types for roads within the County maintenance system. Staff evaluates roadways considering the variety of treatment options available from the contractor and/or in house services. Treatment options from the vendor include chip seal, double chip seal and Fog Seal while a conventional overlay is available by in house staff. For a road to be considered a viable option for chip seal or double chip seal, it must have been a cold mix prepared roadway previously. Fog Seal treatments are utilized on low volume, hot-mix roadways to extend the life of the structure at a greatly reduced cost compared to an overlay. Placement of a single of double chip seal is most effective when the road shows minor to moderate loss of stone retention and no indication of a base failure. Chip seals typically do not improve the ride quality (smoothness) of the road, rather this treatment is intended to prevent the road from further deterioration. Future treatments of a fog seal will bind down the new stone further extending the roadway life. These alternative surface treatments allow us to extend the life expectancy of the roadway at a significantly lower cost than the traditional overlay. Utilization of these alternatives maximizes the funds allotted for road preservation. OPTIONS: Approve/Disapprove RECOMMENDATIONS: Request approval of Task Order 3 for C12-1960 along with the associated road list to move forward with scheduling and performing the work. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
