BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 17, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: PW - Asphalt Paving Systems C12-1961 DEPARTMENT: Public Works BCC DISTRICT: All STATEMENT OF ISSUE: Public Works staff provides a list of roads annually to the Board for consideration and approval to have a variety of treatment types performed. Resurfacing roads are performed using internal staff while other preservation techniques are performed utilizing external sources. Public Works requests approval of a task order with Asphalt Paving Systems to perform alternative surface treatments and approval of the overall road resurfacing list. BACKGROUND: Asphalt Paving Systems, Inc is the contractor tasked with providing annual road preservation techniques based upon staff recommendation of treatment types for roads within the County maintenance system. Staff evaluates each road in consideration for the treatment option we have available from our contractor which is to Micro-surface and also our internal option which is to simply overlay the roadway. Micro-surfacing is an application that is applied very thin which typically does not have an adverse affect on curb and gutter storm drain systems, thus eliminating the need for a mill and resurface. Micro-surfacing also provides for minor to moderate crack sealing to further prevent moisture from penetrating the base material, thus eliminating base failure to occur. Micro-surfacing is typically not an option on a Cold Mix prepared roadway because the application is very thin and cannot adequately address the stone loss that occurs over time with a Cold Mix road. This option is usually chosen on low volume residential roads with minor to moderate cracking, and minimal indication of base failure. Ride quality is typically improved using this treatment option. This method allow us to extend the life expectancy of the roadway at a lower cost than the traditional overlay, thus allowing us to maximize the funds allotted for road preservation. OPTIONS: Approve/Disapprove RECOMMENDATIONS: Request approval of Task Order 3 for C12-1961 along with the associated road list to move forward with scheduling and performing the work. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
