BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: January 20, 2015 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: Camp Rudder Wastewater - Eglin Easement DEPARTMENT: Water and Sewer BCC DISTRICT: 3 STATEMENT OF ISSUE: Staff requests the Board of County Commissioners execute a utility easement between Okaloosa County Water & Sewer (OCWS) and Eglin Air Force Base for the Camp Rudder Wastewater Project. BACKGROUND: In September 2011, Okaloosa County went under contract (FA2823-11-C- 0030; County Contract No. C11-1906-WS) with the U.S. Air Force for the construction of the Duke Field wastewater infrastructure. The contract was modified in August 2012 to add the following: Capacity Expansion Charges for Duke Field, construction costs for Main Base wastewater infrastructure, Capacity Expansion Charges for Main Base, construction costs for Camp Rudder wastewater infrastructure, and Capacity Expansion Charges for Camp Rudder. The total contract is now $16,699,568; of that, $8,026,192 is reimbursement of design and construction costs, and $8,673,376 is for Capacity Expansion Charges. For Duke Field and Main Base, construction is completed and wastewater is flowing to the County's Arbennie Pritchett Water Reclamation Facility (APWRF). For Camp Rudder, the infrastructure project will consist of the construction of a new duplex pump station, approximately 45,000 LF of 8" force main (including 10" bores where necessary), and fiber optic communication conduit. OCWS will be self-performing the construction of the project using staff and equipment. Approval by the BCC to self-perform the project was granted at the Public Meeting on 9/18/2012. Because the project is located on Eglin AFB property, a utility easement is required from Eglin Air Force for the County to own, operate, and maintain the above-mentioned infrastructure. The easement is at no cost to Okaloosa County. The easement documents are attached, along with an aerial photo depicting the location of the easement. County Contract Review has been completed on the attached Grant of Easement, and the coordination sheet is attached. OPTIONS: Approve or deny. RECOMMENDATIONS: Staff recommends BCC approval for the Chairman to execute the Air Force’s “Grant of Easement” for the Camp Rudder Wastewater Project.
