STATEMENT OF ISSUE: Request Board concurrence with previously approved Camp Rudder
purchase procedures.
BACKGROUND & ANALYSIS: Water & Sewer received Board approval on January 7, 2014
to solicit quotes in lieu of bids for the purchase of pipe and associated materials for the
construction of the Camp Rudder Wastewater Project. This project has progressed and Water &
Sewer has submitted the first group of requisitions for the materials. Purchasing staff has
solicited quotes and are ready to move forward with processing the requisitions which total to
date $459,376.79. As the project progresses additional requisitions will be required. Due to the
time that has lapsed since the previous Board approval, staff desires to provide this update and
request a concurrence from the current Board to continue the previously approved process.
This project is the last phase of the Eglin Air Force Base Wastewater contract which will send
wastewater flow to the Arbennie Pritchett Water Reclamation Facility (APWRF). These
materials are related to the project to construct a force main that will commence at a new pump
station to be constructed at the Camp Rudder cantonment and will connect to the existing 17-
mile Seventh Special Forces Group force main and discharge to the APWRF. The estimated
project cost is $1,600,000 and is completely funded by the Eglin Air Force Base.
OPTIONS: Approve/Deny current Board concurrence with the previous approval to solicit
quotes in lieu of bids for pipe and associated materials for the Camp Rudder project.
RECOMMENDATION: Staff recommends approval of current Board concurrence with the
previous approval to solicit quotes in lieu of bids for pipe and associated materials for the Camp
Rudder project.
