BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: December 6, 2016 TO: Honorable Chairman and Members of the Board FROM: GinNeal McVay SUBJECT: Confirm Appointment of Purchasing Director DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request confirmation of the County Administrator’s recommendation to appoint Mr. Gregory Kisela as Purchasing Director with an estimated start date of December 13, 2016. BACKGROUND: The recruitment process for the Purchasing Director included advertising both nationally and locally, resulting in 113 applicants. Upon review, a screening committee consisting of County Commissioner Trey Goodwin; John Hofstad, County Administrator; Kay Godwin, Deputy County Administrator; GinNeal McVay, Human Resources Director; Lynn Hoshihara, Attorney; and Helene Zackrison selected seven candidates for telephone interviews. Of those, the committee selected four candidates for onsite interviews held on October 18, 2016. The screening committee has recommended the hire of Mr. Gregory Kisela to the County Administrator, who in turn concurs with their recommendation. Mr. Kisela has over 25 years experience in local government. He has served as the City Manager for City of Destin and City of Port Orange; the County Administrator for Walton County; and the Assistant City Manager for the City of Fort Lauderdale. Prior to his local government service, Mr. Kisela was the Vice President, Operations and Engineering for General Development Utilities in Miami, Florida for 14 years. Mr. Kisela holds a Bachelors Degree in Business Administration from Florida International University. A copy of Mr. Kisela's resume is attached. OPTIONS: Approve/Disapprove RECOMMENDATIONS: Confirm the County Administrator’s recommendation to hire Mr. Gregory Kisela as Purchasing Director at an annual salary of $82,014.40.
