Hello Jim and Mat, thank you for forwarding the attached documents relating to the Okaloosa County Artificial Reef
Construction Project Request for Proposal (#TDD 47-15) associated with FWC contract agreement FWC-13243. | have
reviewed the attached material. Of the three bids, Colleen Marine is noted as the low and recommended bidder,
proposing to load, transport and place concrete materials on the bottom at the two specified Okaloosa County artificial
reef locations at a cost of $106.90/ton. A total of 2,245 tons of precast concrete material at a total cost of $239,990.50
are proposed by Colleen Marine to be reefed with material roughly equally divided between the two reef sites.
After review of the documentation, | concur with the Okaloosa County staff recommendation to the Okaloosa County
Board of County Commissioners to award the artificial reef construction contract to Colleen Marine as the lowest
responsive and qualified bidder.
Please let me know the results of the Okaloosa County Board of County Commissioner’s review and final contract award
decision following the July 7, 2015 Commission meeting.
As the FWC contract manager under Agreement FWC-13243, | appreciate your continued close communication with me
on this project. Regards, Jon Dodrill FWC Division of Marine Fisheries Management 850.617.9628;

Jon,
Per our discussion yesterday, attached is the bid summary, recommendation letter, Coleen Marine’s bid package, and
some additional supporting information regarding their bid response. Please review and provide your approval as
required by the FWC grant.
Okaloosa County is nearly complete with their review (simply awaiting final review from legal) and we anticipate the
package being on the Okaloosa County BCC agenda for July 7, 2015 and construction to commence within 30-45 days
following BCC approval. (the notifications will all be sent out immediately following contract award). Please provide your
approval ASAP as agenda items require all necessary review to be complete at least 1 week prior to the BCC meeting
(this would be June 30, 2015).
Please give me a call if you have any questions during your review.
Many Thanks!
