BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: July 21, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Final payment to DBR Entertainment for Parking Lot Improvements DEPARTMENT: Public Works BCC DISTRICT: District: 5 STATEMENT OF ISSUE: DBR Entertainment has completed the reconstruction of the public parking lot on Okaloosa Island (in front of Veterans Park, adjacent to the Convention Center) and is requesting payment in accordance with the agreement approved by the Board of County Commissioners on October 21, 2014. Reimbursement in the amount of $50,000 is due. BACKGROUND: On October 21, 2014 the Board of County Commissioners entered into a Parking Lot Improvement Project Joint Participation Agreement with AquaGreen and Dominion Capital (subsequently assumed by DBR Entertainment) for public parking lot improvements on Okaloosa Island. The improvements increase the public parking spaces from 51 to 71 spaces, include construction of a new stormwater management system, provide landscaping and the installation of lighting. All work has been performed by DBR and inspected by County staff. Mr. Blake Rogers of DBR Entertainment has requested final payment in accordance with the agreement; staff finds that all work required has been performed therefore recommends approval. Because payment of this agreement constitutes the final payment, policy requires Board of County Commissioner review and approval to make the final payment of $50,000 and close-out the agreement. OPTIONS: Approve/Deny agreement close-out and final payment to AquaGreen and DBR Entertainment. RECOMMENDATIONS: Approve final payment of $50,000 to DBR Entertainment in accordance with Parking Lot Improvement Project Joint Participation Agreement (C15-2236- PW) and close-out the agreement.
