STATEMENT OF ISSUE: Okaloosa County Water & Sewer (OCWS) staff requests Board of
County Commissioners (BCC) approval of a final payment, in the amount of $6,558.00, to
Constantine Engineering Inc. on contract #C05-1154-WS.
BACKGROUND: Via the qualifications-based selection process (form of bidding out
professional services), Okaloosa County Water & Sewer entered into a contract with Constantine
Engineering Inc. in 2005 (named "Environmental Services Group" at the time). This was a
Master Services Agreement (MSA) in which individual task orders were issued on a project per
project basis. Under this MSA, 73 task orders have been completed. Some of the bigger projects
include Arbennie Pritchett Water Reclamation Facility (original construction), City of Ft. Walton
Beach Wastewater Consolidation, Eglin Main Base Force Mains, Rocky Bayou Force Main,
numerous lift stations (7th Special Forces, Clifford St, and Main Island), mapping, and utility
line locates. Of these 73 task orders, Task Order 70 is the last outstanding/open task order. The
final invoice has been received on Task Order 70; therefore, it will end up being the final
invoice/payment on the MSA as well. This particular invoice, for $6,558.00, is for Professional
Engineering Services for East County Repump Station Project. This final invoice, along with
other pertinent information, is attached for your review. Please note that Task Order 70 is a "not-
to-exceed" task order, where the actual time and materials are billed up to a budget ceiling.
Because of this, this final invoice shows a balance remaining of $709.50 that will not be paid.
Minimal engineering services during construction remain for this project and are now assigned to
Constantine Task Order 25 on contract #C13-2068-WS.
Moving forward into the future, OCWS staff went through the qualifications-based selection
process (Bid #WS40-13). Constantine Engineering was awarded a new MSA (Contract #C13-
2068-WS), along with 2 other engineering firms. Now that the final invoice has been received
for task orders on the previous MSA, final payment is now due on the 2005 contract.
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff recommends BCC approval of a final payment, in the amount
of $6,558.00, to Constantine Engineering Inc. on contract #C05-1154-WS.
