TOURIST DEVELOPMENT DEPARTMENT MEMORANDUM
DATE: August 27, 2015
TO: Tourist Development Council
FROM: Ed Schroeder, Tourist Development Department Director
Charlotte Dunworth, Finance, Administration, & Compliance Manager
SUBJECT: Destin Fire Control Interlocal Agreement Renewal
STATEMENT OF ISSUE: Request renewal of the interlocal agreement with Destin Fire Control
District for beach safety and lifeguard services for the period October 1, 2015 through September 30,
2016.
BACKGROUND: The Destin Fire Control District has been providing beach safety and lifeguard
services within the area between Destin East Pass and the Okaloosa/Walton county line (excluding
Henderson Beach State Park) since 2003. As the provision of a safe beach is an essential component of
promoting the sub-county taxing district, the County has historically funded these services with tourist
development tax revenues.
The Destin Fire Control District desires to exercise the second renewal option, for the period October 1,
2015 to September 30, 2016. The FY 2016 annual budgeted amount for this contract would be an
amount equal to that which is budgeted and appropriated by the Board of County Commissioners to the
Okaloosa County Beach Safety Division for the provision of beach safety and lifeguards services within
the Service Area. This amount is currently estimated at $562K per County budget office estimates.
Pursuant to section E.200 of the TDD Manual, the TDC shall provide a recommendation on contracts
presented to the Board for approval.
OPTIONS: Approve or Deny
RECOMMENDATION TO BCC: Approve a renewal to the Destin Fire Control District interlocal
agreement (contract # C14-2086-TDD) for the period October 1, 2015 to September 30, 2016.
