STATEMENT OF ISSUE: Request approval for the Purchasing Manager to sign the VisaVue
Service Agreement and process advance payments pursuant to, and during the term of, the
agreement.
BACKGROUND & ANALYSIS: VisaVue Travel Reports provide a customized view of
tourism spending in our area and are fueled by the power of VisaNet's aggregated depersonalized
credit cardholder transaction data. The reports provide monthly reporting on travelers to the area
and are delivered quarterly in an easy-to-manipulate excel spreadsheet. Marketing programs can
subsequently be tailored based on visitor country of origin, visitor spend by merchant category,
etc. As a destination marketing organization partner with VisitFlorida, the price is $5,060 for the
domestic and international reports. Payment for the reports must be made in advance, therefore,
Board approval for the Purchasing Manager to sign the VisaVue Service Agreement is requested.
Per County policy, Board approval for advance payment may be requested if the payment results
in savings equal to or greater than the amount earned by investing the funds and paying later or if
the payment is essential to the operations of the agency and the goods or services are available
only if advance payment is made. In this particular case, the reports are available only if
advance payment is made. The Tourist Development Council recommended approval of this
contract at its July 21, 2016 meeting.
OPTIONS: Approve/Deny authorization for the Purchasing Manager to sign the Visa Vue
agreement and process the required advance payments.
