BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 2, 2016 TO: Honorable Chairman and Members of the Board FROM: Tracy Stage SUBJECT: Rename two FDOT Grants DEPARTMENT: Airport BCC DISTRICT: 5 STATEMENT OF ISSUE: The Okaloosa Board of County Commissioners is requested to approve two resolutions authorizing the Chairman to sign Supplemental Joint Participation Agreements (SJPA) renaming two existing JPAs to utilize remaining funds for higher priority projects. BACKGROUND: Supplemental Agreement Number One to Contract G0604 amends the project description from "...rehabilitate the surface of the employee parking lot and extend covered walkway into the lot at Destin - Ft Walton Beach Airport (VPS) to "Rehabilitate Taxiway A at Destin Executive Airport (DTS)". The funding is also amended from 50/50 for Commercial airports to the 80/20 participation ratio for General Aviation airports with Florida Department of Transportation (FDOT) providing $900,000. The County required match is $225,000. The County's match will come from available Federal Aviation Administration (FAA) entitlement funds for DTS. The remaining funds to complete this taxiway project ($2,175,000) will be requested from FAA discretionary funding. The total estimated cost is $3.3 million. Supplemental Agreement Number One to Contract G0603 amends the project description from "Construct Maintenance Building at Destin - Executive Airport" (DTS) to "Construct/Equip Control Tower at Destin Executive Airport (DTS)". The requirement for a maintenance building is no longer a priority, so the FDOT funding of $250,000 is now available to support additional higher priority costs of the Air Traffic Control Tower (ATCT) for equipment. The current estimate of the Tower project is $5,927,714 at 90% completion. FAA has provided the maximum allowed under Federal law of $2 million. FDOT's participation is $1,736,682. County funding is the remaining funding (with FAA concurrence) and will be $941,032 from Passenger Facility Charges (PFC) to reimburse the County for its share of the total expenses. The FAA has already approved an additional $1,250,000 of PFCs for the project. Note that PFCs are considered to be local airport funds collected from passengers by the air carriers. The two (2) attached Resolutions are required by the FDOT to authenticate the Board's approval for the Chairman to sign the two Supplemental Joint Participation Agreements. OPTIONS: Approve, Disapprove, Table RECOMMENDATIONS: Airport staff recommends the Board approve the two SJPA documents and the accompanying Resolutions authorizing the Chairman to sign on the County's behalf.
