STATEMENT OF ISSUE: Request approval of the bid award to Emerald Coast Striping, LLC
to construct safety improvements on PJ Adams Parkway.
BACKGROUND & ANALYSIS: Staff is requesting to award the bid to Emerald Coast
Striping, LLC to construct safety improvements on PJ Adams Parkway. Emerald Coast Striping,
LLC was the sole bidder. This bid was advertised on Florida Purchasing Group (BidNet) and
provided to all certified striping contractors in the State of Florida. (List of certified striping
contractors was provided by the Florida Department of Transportation (FDOT)). The bid price
was $140,709.70 which is lower than the engineer’s cost estimate. This is a Local Agency
Program (LAP) agreement with FDOT and funded as a Federal Aid transportation project. The
scope of this contract is for the contractor to replace existing pavement markings and signage on
PJ Adams Parkway (CR 4) from just west of Lustan Drive to SR 10 (US 90). This project has been
approved by FDOT to be awarded to the sole bidder.
OPTIONS: Approve/Deny the bid award to Emerald Coast Striping, LLC to construct safety
improvements on PJ Adams Parkway for a lump sum price of $140,709.70.
RECOMMENDATION: Staff recommends approval of the bid award to Emerald Coast
Striping, LLC to construct safety improvements on PJ Adams Parkway for a lump sum price of
$140,709.70.
