BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: October 20, 2015 TO: Honorable Chairman and Members of the Board FROM: Zan Fedorak SUBJECT: Request approval to negotiate a contract with Horizons DEPARTMENT: Purchasing BCC DISTRICT: 2 STATEMENT OF ISSUE: Request authorization for staff to negotiate a contract with Horizons, dba The Arc of the Emerald Coast, for janitorial services at the beach parks. BACKGROUND & ANALYSIS: On August 27, 2015 a request for qualifications was due for the janitorial services for the beach parks and one (1) proposal was received from Horizons dba The Arc of the Emerald Coast. This submittal was reviewed and found to be fully responsive by the selection committee consisting of Tourist Development Department, Facility Maintenance, and other County staff. Based on the review by the committee, Purchasing is recommending that staff be authorized to negotiate a contract with Horizons dba The Arc of the Emerald Coast. The proposed contract will be brought back before the Board for approval. This proposed contract will provide janitorial services at beach parks and accessways located within the tourist development taxing district; all locations are on Okaloosa Island. It was the County’s intent to select one (1) non-profit agency to provide these services. Upon successful negotiation of a contract, Horizon’s dba The Arc of the Emerald Coast, will be required to provide all labor, cleaning materials, restocking supplies, vehicles and equipment needed to perform the scope of services. Some of the services to be provided will include but are not limited to; clean counters, sinks, mirrors, toilets, stalls, walls, fan grills; sweep and mop floors, pick up litter from grounds and parking lot, restock toilet paper, paper towels, soap, empty interior and exterior trash cans and replace liners, pick up litter and empty trash cans and replace liners in boat trailer parking lot. OPTIONS: Approve/Deny authorization for staff to negotiate a contract with Horizons, dba The Arc of the Emerald Coast, for janitorial services at the beach parks. RECOMMENDATION: Staff recommends approval of the authorization for staff to negotiate a contract with Horizons, dba The Arc of the Emerald Coast, for janitorial services at the beach parks.
