STATEMENT OF ISSUE: Request approval to award to Leidos, Inc. for the Enterprise Data
Management System Technical Support Project for Eglin Air Force Base.
BACKGROUND & ANALYSIS: On September 23, 2015, one bid was received for the
Enterprise Data Management System Technical Support Project for Eglin Air Force Base (AFB)
Data. The response was reviewed by Eglin AFB staff. Based on their review and
recommendation, Purchasing is requesting that the County award to Leidos, Inc. for the
Enterprise Data Management System Technical Support Project for the total bid price of
$506,181.
This was a request for procurement assistance as a result of the Escrow Agreement between the
County and Eglin AFB which was previously established in 2007 for all lease payments for
properties that the County leases from Eglin AFB (i.e. Airport and Water & Sewer land lease
fees). All lease payments deposited by the County into the escrow account constitute payment
by the County under the existing leases. The escrow agreement allows the commander of the 96th
Civil Engineering Group to approve local projects and use the escrow funds. The County is
allowed to charge a 3% administrative fee based on the cost of the project for the assistance. This
3% fee is then paid to the County as revenue supporting the general fund. The payment for this
contract will be from the escrow account and will include a 3% administrative fee of $15,185.43.
The proposed contract will be brought back before the Board for approval.
