STATEMENT OF ISSUE: Request Board approval to negotiate with OASIS Management
Systems, Inc., for inmate commissary management services (RFP COR 48-15).
BACKGROUND & ANALYSIS: On April 21, 2015, the Board authorized a request for
proposals for Inmate Commissary Management Services. Seven (7) proposals were received and
were ranked by a review committee consisting of Corrections staff and other County
representatives. Based on the rankings by the review committee, Purchasing is recommending
that the Board authorize permission to negotiate with OASIS Management Systems, Inc. Upon
successful negotiation, the proposed contract will be brought back before the Board for approval.
Florida Model Jail Standards allows for the operation of an inmate commissary. Proceeds
derived from the sale of approved merchandise are deposited to the Prisoner Benefit Fund.
These funds are used to provide goods and services directly related to inmate welfare including
the cost of operating the commissary and two staff positions.
OPTIONS: Approve/Deny permission to negotiate with OASIS Management Systems, Inc., for
the inmate commissary management services.
RECOMMENDATION: Staff recommends approval to negotiate with OASIS Management
Systems, Inc., for the inmate commissary management services.
