STATEMENT OF ISSUE: Request Board approval to reject submittal for the Ad Agency
Compliance Audit and authorize staff to re-advertise the RFP with a revised scope of work.
(ECCC 51-15).
BACKGROUND & ANALYSIS: On April 21, 2015 the Board approved a request for
proposals (RFP) to procure services for the audit of the Peter Mayer advertising agency contract.
The RFP was published and one (1) submittal was received. Review Committee members met
on July 10, 2015 and reviewed the one (1) response. It was recommended by staff that a revised
scope of work would be beneficial to the desired outcome of the audit. The scope of work as
described in the RFP was divided into three tasks. Scope 1 included a general financial audit.
Scope 2 requested recommendations on best practices for advertising contract language and
compensation structure. Scope 3 requests to obtain a return-on-investment and post-buy
analyses of its media spend. Scope 1 was required but Scopes 2 & 3 were preferred in the
proposal. Staff recommends rejecting the submittal and re-advertising with a revised scope of
work to include Scopes 1 - 3 to be required in the proposal. Staff requests the Board reject the
submittal received and authorize the RFP to be re-advertised with a revised scope of work.
OPTIONS: Approve/Deny request to reject the submittal for the Ad Agency Compliance Audit
and authorize staff to re-advertise the RFP with a revised scope of work.
RECOMMENDATION: Staff recommends the Board approve to reject the submittal for the Ad
Agency Compliance Audit and authorize staff to re-advertise the RFP with a revised scope of
work.
