STATEMENT OF ISSUE: Request approval to issue a Request for Qualifications to obtain a
firm to assist with the right of way acquisitions on PJ Adams Parkway.
BACKGROUND & ANALYSIS: Public Works has requested a firm be obtained to provide
assistance with the right of way acquisition on PJ Adams Parkway. Staff requests Board approval
to issue a Request for Qualifications (RFQ) for a firm to assist with the right of way acquisition
and related services. A Review Committee will assist with the selection of the firm. The
suggested committee is: Scott Bitterman, County Engineer, and Jeff Henderson, Right of Way
Agent for Public Works, Mark Wise, Deputy Director of Water & Sewer, or designee. Staff
requests authorization to issue the RFQ and the approval of the Review Committee.
Anticipated services include right-of-way surveys, appraisals, negotiations and acquisition for
identified needed right-of-way within the project limits. This project is to improve PJ Adams
Parkway between SR 85 and Interstate 10. Improvements include adding through lanes, turn
lanes, signals, and drainage improvements. To accommodate the improvements, Okaloosa
County is seeking the services of a professional firm with right-of-way experience. This firm
will need to acquire approximately 53 parcels including 44 acquisitions of right-of-way in fee,
and 14 temporary construction easements. The selected firm will need to coordinate these
acquisitions closely with Okaloosa County, the roadway design consultant, and Florida
Department of Transportation. All acquisitions of parcels between SR 85 and Wild Horse Drive
need to be complete by August, 2017. All acquisitions of parcels west of Wild Horse Drive need
to be complete by August, 2018.
OPTIONS: (1) Approve/Deny issuance of the RFQ for right of way acquisition services for PJ
Adams Parkway. (2) Approve/Deny the members of the Review Committee.
RECOMMENDATION: (1) Staff recommends approval of the issuance of the RFQ for right of
way acquisition services for PJ Adams Parkway. (2) Staff recommends approval of the members
of the Review Committee.
