BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 7, 2016 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Request to approve the Transportation Disadvantaged Trip & Equipment Grant Application for FY16/17 DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: The Department of Growth Management requests Board approval, execution, and submittal of the FY16/17 Grant Application and Authorizing Resolution for Transportation Disadvantaged Funds BACKGROUND: Funds granted to the County through the Transportation Disadvantaged Trust Fund are to be used for the provision of passenger trips for non-sponsored transportation disadvantaged citizens in accordance with Chapter 427, Florida Statutes, and Rule 41-2, Florida Administrative Code. Maruti Fleet and Management, LLC., provides this service under contract with the County. The Acknowledgement Form states the County's intent to accept program funds, monthly, from July 1, 2016 through June 30, 2017. The total amount of FY16/17 funds available is $565,589, for which there is a 10% match requirement. This local match ($56,554) is provided through the collection of fares. There is also a $46 Voluntary Fare Contribution from revenue collected from citizens that choose to donate funds from vehicle registrations. The local match for the Voluntary dollars is $5 which will also come from fares. No County General Funds are required. The Authorizing Resolution establishes that the County is the legal applicant and that the Chairman, Vice Chairman, and Contracts and Grants Manager are authorized to sign specified documents related to the grant program. OPTIONS: The Board may approve or not approve the FY16/17 Transportation Disadvantaged Grant Application and associated documents for submittal to the Commission for Transportation Disadvantaged. RECOMMENDATIONS: Staff recommends that the Board of County Commissioners review and approve the application and authorize the Chairman to sign the application, the authorizing resolution, and grant agreement, and that the Chairman be further authorized to sign, following internal coordinated review, any subsequent documents pertaining to this grant as may be required by the Commission for Transportation Disadvantaged or the Florida Department of Transportation. The Growth Management Director shall be responsible for ensuring that any subsequent documents requiring the Chairman's signature are subject to internal review prior to signature. Following internal coordinated review, the Growth Management Director shall provide copies of any grant documents (application, agreement, modification, amendment, or granting agency forms (such as certifications/assurances)) to the Office of Contracts and Grants to obtain the Chairman’s signature. The Growth Management Director shall be responsible for providing any other non-grant documents to the Chairman for signature following coordinated review.
