BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 7, 2016 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Request to Approve the Transit System Hazard and Security Plan (HSP) DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: As a recipient of state and federal funds for transit operations, it is necessary for Okaloosa County to adopt a Public Transit System Hazard and Security Plan. BACKGROUND: The System Hazard and Security Plan will assist the transit system in preparing for security events and local emergencies that directly or indirectly involve public transportation. Transportation providers serving small and rural communities face a number of unique security challenges such as limited resources and small staffs. The Plan addresses security issues such as terrorism, as well as non-security event such as severe weather events. The Transit System Hazard and Security Plan was designed to guide the transit system and employees with security events that are severe (e.g., a bomb threat) as well as routine (e.g., disturbances on board vehicles). As provided in section 119.071 (3) of the Florida Statutes, Security Plans are generally exempt from inspection or copying of public records. Copies of the Plan were distributed to County Commissioners, County Attorney, the County Administrator. Upon adoption, copies of the Plan will be distributed to county agencies that will be directly affected or involved in the Plan implementation. OPTIONS: Approve or not approve the Transit System Hazard and Security Plan. RECOMMENDATIONS: The Department of Growth Management recommends the Board adopt the Public Transportation System Hazard and Security Plan.
