BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: January 6, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Request to advertise RFP's for FDOT LAP Continuing Services Contracts DEPARTMENT: Public Works BCC DISTRICT: ALL STATEMENT OF ISSUE: The Florida Department of Transportation (FDOT) recently issued a memorandum allowing local agencies to procure continuing services contracts to service projects funded through the Local Agency Program (LAP). Public Works has identified Engineering and Design as well as Construction Engineering and Inspection (CEI) as the two primary professional services that would benefit from this effort. BACKGROUND AND ANALYSIS: The FDOT LAP program is one of the main sources by which Okaloosa County benefits from State and Federal project funding. The procurement of these continuing services contracts will save the County much time and effort over the proposed 5-year contract period and allow projects to advance at a more efficient pace. Once established, design related and CEI services for any given LAP project would be initiated by assigning Task Work Orders based on the negotiated rates in the continuing services contract. Public Works has prepared two RFP’s, one for each of the professional services identified. These documents are currently being reviewed by FDOT and will be reviewed internally before being advertised. Public Works wishes to enter into contract with no less than two firms from each professional service category. OPTIONS: Approve/Disapprove authorization to advertise two RFP's for Continuing Services Contracts for FDOT LAP projects.
