Proposal No. 090002212, Revision 2
Mr. Scott Henson
Okaloosa County Public Works
1759 S. Ferndon Boulevard
Crestview, Florida 32536
Subject: Proposal to Implement the FDEP-Approved Remedial Action Plan Modification
Baker Landfill, Okaloosa County, Florida
Dear Mr. Henson:
SCS Engineers (SCS) is pleased to provide Okaloosa County (County) with this proposal and fee
estimate to implement installation of various components of the Remedial Action Plan (RAP)
modification (RAPMOD) for the Baker Landfill, prepared by SCS and dated August I, 2011,
and approved by the Florida Department of Environmental Protection (FDEP) on December 7,
2011. The RAPMOD approval by the FDEP indicates the actions proposed in the RAPMOD
"represent a reasonable strategy toward accomplishing the cleanup objectives of Chapter 62-780,
Florida Administrative Code (F.A.C). Our proposed scope of work to implement the RAPMOD
is outlined in the sections below following a brief introduction and background.
INTRODUCTION
The RAPMOD implementation provides for moclification and expansion of the recovery well
system at the Baker Landfill (BLF), and includes implementation of limited monitored natural
attenuation for the southern portion of the site, and corresponding modifications to the site
monitoring plan.
The groundwater recovery well system at the BLF has become more effective in capturing
groundwater impacted by volatile organic compounds and iron due to sustained operation. The
County and the FDEP have agreed that the current groundwater recovery well system can be
enhanced to expand the capture zone and influence impacted groundwater beneath the waste
disposal area of Baker East. Data from aquifer testing at the site in support of the RAPMOD,
suggests that the desired hydraulic control can be accomplished through the modification of the
existing recovery system.
BACKGROUND
The Baker Landfill is composed of two closed landfill disposal areas generally referred to as
Baker East and Baker West which combined will be referred to in this document as "the site."
The site status is classified by the FDEP as Post Closure Long Term Care (LTC) through permit
number 0075982-004-SF (July 2008), renewed in July 2003 (Class I Landfill Closure Permit
Renewal), and modified in March 2005. The March 2005 modification was primarily to add two

compliance groundwater monitoring wells to the groundwater monitoring network: BCA-24,
upper surficial aquifer; and B-1, lower surficial aquifer. Additional modifications were made to
the permit in September 2008 and April 20 1O. September 2008 modifications included
combining mercury monitoring reporting with iron and volatile orgauic compound (VOC)
remedial effectiveness reporting. Additionally, reporting was modified to include information
concerning volumes of recovered groundwater from each recovery well, system operation and
maintenance with run times, and an explanation of any system down-time. April 2010
modifications included providing data with e
