STATEMENT OF ISSUE: Request from Joe D’Agostino, Beach Safety Division Chief of
Destin Beach Safety Division, to obtain a Qualified Beach Vendor Certificate in order to install a
12 FT by 8 FT storage shed on the beach at James Lee Park to house lifesaving equipment. This
is a new application.
BACKGROUND and ANALYSIS: Joe D’Agostino, Beach Safety Division Chief of Destin
Beach Safety Division has met the requirements specified in Ordinance No. 13-07, County
Recreation Areas, Section 8: Commercial Activity on Public Lands, to obtain a Qualified Beach
Vendor Certificate (QBVC). Granting this request will permit the applicant to install a 12 FT by
8 FT storage shed on the beach at James Lee Park according to the stipulations of the
Department of Environmental Protection (DEP) field permit, issued July 9, 2015, and provide
that such storage device will be under the same exceptions, restrictions, or provision the Board of
Commissioners may impose on qualified beach vendors and beach storage devices.
It is recommended that the fee for this permit be waived because it is an application by the Beach
Safety Division for public safety.
OPTIONS: Approve/Disapprove.
RECOMMENDATION: Request Board approval of the Qualified Beach Vendor Certificate
0049 for the calendar year of 2015 (15QBVC0049) to Joe D’Agostino, Beach Safety Division
Chief of Destin Beach Safety Division of Destin Fire Control District with the fee waived.
