BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: October 6, 2015 TO: Honorable Chairman and Members of the Board FROM: Sunil Harman SUBJECT: Accept Four Airport Grant Offers from FDOT DEPARTMENT: Airport BCC DISTRICT: 1,2 & 5 STATEMENT OF ISSUE: The Department of Airports request the Board of County Commissioners approve four (4) Airports Florida Department of Transportation (FDOT) Joint Participation Agreements (JPA) to fund projects in the 5-year Work Program. BACKGROUND: FDOT has presented its grants for projects at Destin-Fort Walton Beach Airport, Destin Executive Airport and Bob Sikes Airport for acceptance by the Board and signature by the Chairman as follows: (1) A Supplemental JPA amending contract ARQ66 from "Rehab VPS Fuel Farm Tanks" to "Design and Construction of New Signage for the Destin-Fort Walton Beach Airport." The Fuel Farm Project was not approved by FAA for Passenger Facility Charge funding since it is considered maintenance, so it will be accomplished with O&M funding. With the renaming of the Destin-Fort Walton Beach Airport, roadway signage needs to be modified and four additional signs along I-10 will be installed. Funding for the project will be as follows: FDOT $75,000.00 and Local Match $75,000.00 (50/50). (2) A JPA to “Replace High Mast Lighting at Bob Sikes Airport.” Funding for the project will be as follows: FDOT $150,000.00 and Local Match $37,500.00 (80/20) (3) A JPA to “Construct Maintenance Building at the Destin Executive Airport.” Funding for the project is as follows: FDOT $250,000.00 and Local Match $250,000.00 (50/50) (4) A JPA to “Rehabilitate the Surface of the Employee Parking Lot and Extend Covered Walkway into the Lot at Destin-Fort Walton Beach Airport.” This project is estimated at $1,800,000. Funding for the project is as follows: FDOT $900,000.00 and Local Match $900,000.00 (50/50). This project is not eligible for Federal funding. OPTIONS: Accept, Reject, or Table. RECOMMENDATIONS: It is Staff’s recommendation that the Board approve the Chairman to execute the JPAs and adoption of Resolutions and authorize the Chairman to sign all future grant documents during the term of the grant. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
