STATEMENT OF ISSUE: Okaloosa County Water & Sewer (OCWS) staff requests Board of
County Commissioners (BCC) approval to authorize the Chairman to execute the contract with
Fort Bend Services Inc. for specialized polymer (FBS C1282) used in the bio-solids thickening
and de-watering process at the Arbennie Pritchett Water Reclamation Facility (APWRF). The
proposed contract is attached for your consideration.
BACKGROUND: OCWS uses polymer FBS C1282 for sludge thickening and de-watering at
the APWRF. The approximate annual value of this contract is above $200,000. Polymer is a
highly specialized chemical, and not a typical commodity that you would purchase in bulk from
a low-bid supplier. It is used for bio-solids thickening and de-watering in the final process of the
APWRF. This particular type of polymer, FBS C1282, went through a rigorous testing process
when APWRF was designed and constructed. FBS C1282 proved to be, and continues to be, the
most cost efficient, as well as best performing polymer used in the operation of the rotating drum
thickener (RDT) and centrifuge. Both of these devices are state-of-the-art machines and require a
high performance polymer, such as FBS C1282, for proper operation.
From both the operational and financial perspectives, staff feels strongly that this contract is in
the County's best interest. This is explained in greater detail in the attached justification
document. The Sole Source Form and County Contract Review Coordination Sheet are also
attached for your review and consideration.
OPTIONS: Approve or deny.
RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute
the contract with Fort Bend Services, for the purchase of a specialized polymer (FBS C1282)
used at the APWRF.
