BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: November 17, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Extension for Solid Waste Collection Services DEPARTMENT: Public Works BCC DISTRICT: All STATEMENT OF ISSUE: The current solid waste collection and transfer station operation services contracts are set to expire on March 31, 2016. In past meetings with the Board of County Commissioners the direction relative to the collection of commercial waste (within the franchise area) has been modified which necessitates an extension in the current contracts with Waste Management to continue collection and disposal services without interruption. A six month extension has been prepared and is ready for consideration by the Board of County Commissioners. BACKGROUND: As the long standing service provider for solid waste collection and disposal services within the franchise areas of Okaloosa County, Waste Management has worked with staff to offer a six month extension to the current contracts to allow for modifications to the upcoming Request for Proposals (RFP) for solid waste services. Over the past few months the Board has requested a modification to the approach presented in the original RFP and this necessitated an extension to the current contract so service is provided uninterrupted. The extensions presented would continue the exact same level of service to the customer, but has three administrative modifications: 1) Beginning April 1, 2016 (the date the extension would take effect) Waste Management would not remit a rebate to Okaloosa County for recycled materials. 2) Beginning April 1, 2016 (the date the extension would take effect) Waste Management would not be required to remove bags from curbside vegetation collection. 3) Beginning January 1, 2016 Waste Management would be allowed to increase the fee for extra pick-up fees for multi-family customers to $10 per cubic yard. All other terms of the current collection and transfer station agreements would remain in effect. OPTIONS: Approve/deny the proposed six month contract extensions with Waste Management for collection and transfer station operation services. RECOMMENDATIONS: Approve the proposed six month contract extensions with Waste Management for collection and transfer station operation services. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
