BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 7, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Change Order 8 from Lord & Son for the Okaloosa County Administration Building DEPARTMENT: Public Works BCC DISTRICT: 2 STATEMENT OF ISSUE: The initial scope and guaranteed maximum prices for the development of the new Okaloosa County Administration Building did not include the purchase or installation of audio/visual equipment for the Board Chambers or for network cabling. Change Order 8 from Lord & Son proposed to include these critical infrastructure items as part of the existing contract. Staff requests approval of the change order to become part of the current contract with Lord & Son as well as the authorization of funds from the existing construction bond. BACKGROUND: Throughout the design/build process for the Okaloosa County Administration Building the audio/visual equipment for the Board Chambers and network cabling system throughout the building has been excluded from the scope of services. As the project nears completion and the risk of unknown design and construction factors greatly reduces, staff has requested the contractor to provide a proposal to include these elements. Provided for consideration is Change Order 8 for a total value of $287,192.13. Bids were received by Lord & Son in accordance with the County's purchasing policy with those quotes included as part of the proposed change order. Acceptance of this change order will raise the total guaranteed maximum price to $9,501,896.71. It is expected that this change order will complete all design/construction elements for the project. Other changes (such as additional fire/life safety requirements and security/access controls totally nearly $100,000) have been absorbed within the existing contract through project savings and efficiencies experienced to date. In an effort to provide further savings with the project, materials purchased as part of this change order will also follow the owner direct purchase program in order to alleviate sales taxes. All monies not spent as part of the project (including unspent contingencies) will be returned to the County and placed back into the construction bond for future use. OPTIONS: Approve/deny Change Order 8 from Lord & Son in the amount of $287,192.13 for a new total contract value of $9,501,896.71 and authorize the use of funds from the existing construction bond for the associated costs.
