STATEMENT OF ISSUE: Okaloosa County Water & Sewer (OCWS) staff requests Board of
County Commissioners (BCC) approval to authorize the Chairman to execute a contract renewal
with GreenSouth Solutions, Inc. for the transportation, hauling, and disposal of bio-solids from
the Arbennie Pritchett Water Reclamation Facility (APWRF).
BACKGROUND: The APWRF produces approximately 1,500 dry tons of bio-solids per year.
These bio-solids must be transported to approved, regulated application zones located in north
Okaloosa County and south Alabama. Via the competitive bid process, a contract was entered
into with R&E Farms LLC, who has since changed their name to GreenSouth Solutions, Inc.
Contract C14-2167-WS was entered into on 03/18/2014 and expires on 09/30/2016. The
contract provides for up to two (2) 1-year renewals. GreenSouth Solutions has provided
excellent service, and we are now recommending the first of the two possible renewals. The
renewal/amendment is attached for your consideration, along with a copy of the current contract
and Certificate of Insurance.
OPTIONS: Approve or deny.
RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute
the first of two available 1-year renewals on the GreenSouth Solutions, Inc. contract, for the
transportation, hauling and disposal of bio-solids from the APWRF.
