BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 17, 2016 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: Harcros Chemicals, Inc. - Contract Renewal DEPARTMENT: Water and Sewer BCC DISTRICT: All STATEMENT OF ISSUE: Okaloosa County Water & Sewer staff (OCWS) staff requests Board of County Commissioners (BCC) approval to authorize the Chairman to execute a contract renewal with Harcros Chemicals, Inc. to provide chlorine gas/liquid and other products used for disinfection purposes at the three water reclamation facilities (WRFs) and the various drinking water wells within the county. BACKGROUND: OCWS utilizes chlorine gas, sodium hypochlorite (a.k.a.- bleach), and calcium hypochlorite (a.k.a.- HTH) for disinfection purposes at the three WRFs and the various drinking water wells owned by the BCC and maintained by OCWS. Disinfection is a regulatory requirement in which each WRF and water well must comply according to their operating permits. Via the competitive bidding process, contract C13-2072-WS with Harcros Chemicals, Inc. was entered into on 10/01/2013 and expires on 09/30/2016. The contract provides for up to three (3) 1-year renewals. Harcros Chemicals has provided excellent service, and we are now recommending the first of three possible renewals. The renewal/amendment is attached for your consideration, along with a copy of the current contract and Certificate of Insurance. OPTIONS: Approve or deny. RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute the first of three (3) available 1-year renewals on the Harcros Chemicals, Inc. contract, to provide chlorine gas/liquid and other products for disinfection purposes at the three WRFs and drinking water wells. .
