BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: May 6, 2014
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Choctawhatchee Basin Alliance Permission Request for Project at
Longwood Park
DEPARTMENT: Public Works
BCC DISTRICT: District 2
STATEMENT OF ISSUE: Choctawhatchee Basin Alliance requests permission to access the
County property of Longwood Park to plant grasses along the shoreline utilizing 5th grades from
Longwood and Edgewood elementary schools.
BACKGROUND: Choctawhatchee Basin Alliance would like to work with Okaloosa County to
initiate a student-led restoration project that will result in placement of emergent vegetation
along the shoreline of Longwood Park, extending south of the boat ramp to the southern park
parcel boundary. The proposed habitat enhancements will increase intertidal habitat and protect
the shoreline from erosion. The project will provide for community education and participation
through volunteer events, namely ‘Grasses in Classes’ field trips consisting of 5th graders from
Longwood and Edgewood elementary schools.
Choctawhatchee Basing Alliance has provided all required documentation and insurance. Their
package has been reviewed by John Hofstad, Gary Real, and Greg Stewart.
OPTIONS: Approve/Disapprove.
RECOMMENDATIONS: Request Board approval allowing the Chairman to sign the Access to

Longwood Park Shoreline Restoration
Primary Project Partners: Choctawhatchee Basin Alliance and Okaloosa County
Project Summary
Choctawhatchee Basin Alliance (CBA) and Okaloosa County will initiate a student-led
restoration project that will result in the placement of emergent vegetation along the shoreline
of Longwood Park, extending south of the boatramp to the southern park parcel boundary. The
proposed habitat enhancements will increase intertidal habitat and protect the shoreline from
erosion. Additionally, the project will provide for community education and participation
through volunteer events, namely “Grasses in Classes” field trips for local school children.
Work Plan
The project area will extend from immediately south of the boat ramp, southeast along
130 of eroded park shoreline. Emergent vegetation restoration will consist of planting 4” liners
of Spartina alterniflora on 10” centers 3’ waterward of the MHWL. While onsite, students from
the Grasses in Classes program will place plants in 18” burlap sand bags filled with site-
appropriate sand. There will be three plants per burlap sand bag. The burlap sand bags with
plants will be slightly buried in the existing sandy substrate so that approximately 2 inches of
the bag will appear above grade (see drawings and photos for clarification).
Partner responsibilities
The County will provide access to the project site, and approval of plans. As deemed
appropriate by County management, County employees will also provide logistical, scheduling
and technical support.
CBA will design, permit, and find funding for the project. CBA will schedule volunteer
events and be responsible for all aspects of on-the-ground construction of the project. CBA will
work with County staff to ensure project meshes with public use of the park.

This is the shoreline farthest south of
the boat ramp at Longwood Park. I
would like to permit all of the
shoreline south of the boat ramp, but
I would start with this small section.
For this year, in order to get a permit
in the most timely fashion, I would
just include plants (Spartina
alterniflora), some contained in
burlap planting blocks, and possibly a
coir fiber log for a wave barrier.
This picture shows a shoreline with
plants planted the previous season
next to freshly planted plants in the
burlap bag planting blocks. The bags
dissolve by the end of the growing
season. By that time, the roots have
taken hold, and the bags’ support is
no longer needed.
