(b) It shall be unlawful for any person to solicit a donation
stating that the funds are needed for a specific purpose and then
spend the funds received for a different purpose.
(5) Time of Panhandling.
(a) It is unlawful for any person to panhandle, as defined in
this Chapter, in the City limits of Orlando, on any day after
sunset or before sunrise.
