BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: May 6, 2014
TO: Honorable Chairman and Members of the Board
FROM: Ed Schroeder
SUBJECT: Paddle Boarding Advertising
DEPARTMENT: Tourist Development Department
BCC DISTRICT:
STATEMENT OF ISSUE: Request approval to promote a standup paddle boarding
competition to take place in mid-August.
BACKGROUND: The TDD continues to refine marketing efforts targeting niche markets with
higher disposable incomes. As part of this effort, staff is evaluating local events to see where
advertising around a scheduled event makes sense for the taxing district. A standup paddle
boarding competition is scheduled for our area in mid-August, and that demographic is a perfect
target audience with higher household income and disposable income for travel and
entertainment. Furthermore, vacation travel slows down in that timeframe.
Negotiations for various paddle boarding advertising opportunities are in progress, and the actual
placement (e.g. print, online) will depend on what is available based on the timing of County
approvals. Funding is available in promotional reserves.
The Tourist Development Council unanimously approved paddle boarding advertisement in an
amount not to exceed $6000 at its April 24, 2014 meeting.
OPTIONS: Approve or Disapprove
RECOMMENDATION: Approve paddle boarding advertisement in an amount not to exceed
$6000.

AGENDA REQUEST
DATE: May 6, 2014
TO: Honorable Chairman and Members of the Board
FROM: Ed Schroeder
SUBJECT: Selection Process to Fill TDC Vacancy
DEPARTMENT: Tourist Development Department
BCC DISTRICT:
STATEMENT OF ISSUE:
Requesting Board approval to proceed with a selection process to fill a vacant seat on the Okaloosa
County Tourist Development Council (“Council”).
BACKGROUND AND ANALYSIS:
In April 2013, the Board appointed six (6) non-elected members to serve on the Council. Daniel Empson,
who was appointed to serve a two-year term as a Tourism Industry member, has tendered his resignation.
Section A.500(4) of the TDD Operations & Procedures Manual requires vacancies on the Council to be
filled in the same manner as the appointment of the person whose absence created the vacancy.
Pursuant to Section 125.0104(4)(e), F.S., the six (6) non-elected Council members must be individuals
who are involved in the tourist industry and who have demonstrated an interest in tourist development, of
which, not less than three (3) nor more than four (4) shall be owners/operators of a tourist
accommodation. Currently the Council is comprised of three (3) Owner/Operator members and two (2)
Tourism Industry members. Thus, the vacant seat may be filled by either an Owner/Operator member or
a Tourism Industry member.
At this time, the Board is requested to seek applicants to fill the vacant seat on the Council and appoint a
three-member Selection Committee consisting of a County Commissioner, Director of the Tourist
Development Department, and Chairman of the Council. The Selection Committee would review all of
the applications received and make a recommendation to the Board. Any meeting of the Selection
Committee shall be duly noticed, open to the public, and minutes of the meeting shall be taken.
OPTIONS: Approve/Disapprove.
RECOMMENDATION:
Approve to proceed with the selection process set forth above to fill the vacant seat on the Council.

SUBJECT: Amended Bond Resolution for Beach Restoration MSBU
DEPARTMENT: County Administrator
BCC DISTRICT: All
STATEMENT OF ISSUE: Staff requests Board consideration and approval of
Amended Bond Resolution which eliminates the special assessments as a pledge
revenue for the repayment of the note funding the West Destin Project.
BACKGROUND: At the March 18, 2014 BCC meeting, the Commission gave
staff direction to prepare the necessary documentation to release the pledge of the
assessment revenue and to develop, advertise, and bring back to the Board an
ordinance to repeal existing Ordinance 07-57 that established the Okaloosa County
Beach Restoration Program MSBU.
This agenda item begins the aforementioned process through an Amended Bond
Resolution which would eliminate the special
