BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: May 6, 2014
TO: Honorable Chairman and Members of the Board
FROM: Don Turner
SUBJECT: CM for Sheriff's New Building
DEPARTMENT: Facility Maintenance
BCC DISTRICT: All
STATEMENT OF ISSUE: (FM) Request approval to enter into contract negotiations with Lord
& Son for CM for the Sheriff's New Shalimar Building.
BACKGROUND: The county advertised in the open market for a Construction Manager for the
construction of the new 10,000 + s.f. building at the Sheriff's Shalimar campus. Three
responsive proposals were received from qualified firms with CM experience. The proposal
books from each submitter were distributed to each member of the BCC's appointed selection
committee.
The selection committee was comprised of:
Mr. Ernie Padgett, County Administrator
Mr. Don Turner, Facilities Maintenance Director
Major Arnold Brown, Sheriff's Office
Mr. Jason Autrey, County Engineer (Public Works)
Mr. Elliot Kampert, Growth Management Director
This committee met on Tuesday, April 29th to rank the proposals. Lord & Son received the
highest ranking from among the firms submitting proposals. With Board approval, staff will
enter into negotiations with Lord & Son, they being ranked first from among the proposers, to act
as Construction Manager for the Sheriff's new Shalimar building project. If negotiations with
Lord & Son fail, staff will follow county policy and open negotiations with the firm ranked
second. If negotiations with the firm ranked second fail, staff will follow prevailing county
policy.
RECOMMENDATIONS: (FM) Request approval to enter into contract negotiations with Lord &
Son for the Construction Manager contract for the Sheriff's New Shalimar Building and, if
negotiations fail, to follow county policy to negotiate with the second choice and so on.

DEPARTMENT: Facility Maintenance
BCC DISTRICT: All
STATEMENT OF ISSUE: [FM] Request approval of the Change Order for adjusted fees to the
contract for the Shalimar Annex Project.
BACKGROUND: The existing with Lord & Son for the renovation of the former Shalimar
Annex stated a construction cost estimate of $6,000,000. The Design-Build fees called out in the
current contract were based on a $6,000,000 project. As the opportunity to make better choices
on the future use of the site became available, the scope of the project was changed to take
advantage of those new opportunities.
