BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: May 6, 2014
TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: Eglin Main Base Wastewater - Eglin Easement
DEPARTMENT: Water and Sewer
BCC DISTRICT: 2&3
STATEMENT OF ISSUE: Staff requests the Board of County Commissioners execute a utility
easement between Okaloosa County Water & Sewer and Eglin Air Force Base for the Eglin
Main Base Wastewater Project.
BACKGROUND: In September 2011, Okaloosa County went under contract (FA2823-11-C-
0030; County Contract No. C11-1906-WS) with the U.S. Air Force for the construction of the
Duke Field wastewater infrastructure. The contract was modified in August 2012 to add the
following: CECs for Duke Field, construction costs for Main Base wastewater infrastructure,
CECs for Main Base, construction costs for Camp Rudder wastewater infrastructure, and CECs
for Camp Rudder. The total contract is now $16,699,568; of that, $8,026,192 is reimbursement
of design and construction costs, and $8,673,376 is for CECs.
On the Eglin Main Base Project, two wastewater treatment facilities will be decommissioned,
and OCWS is under contract to design and construct a new conveyance system. The new system
will divert all of the wastewater received at their Main and Plew wastewater treatment plants and
pump it to the OCWS Arbennie Pritchett WRF. The scope of work includes in-house
construction of two large lift stations, 3.6 miles of 24'' force main, and 3.6 miles of 16'' force
main, with a completion date set for August 25, 2014.
Because the project is located on Eglin AFB property, a utility easement is required from Eglin
Air Force for the County to own, operate, and maintain the above-mentioned infrastructure. The
easement is at no cost to Okaloosa County. The easement documents are attached, along with an
aerial photo depicting the location of the easement. County Contract Review has been
completed on the attached Grant of Easement, and the coordination sheet is attached.
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff recommends BCC approval for the Chairman to execute the
Air Force’s “Grant of Easement” for the Eglin Main Base Wastewater Project.
