BACKGROUND: In 1862 President Lincoln signed the Morrill Act, also known as the “Land Grant Act”, donating to states tens of thousands of acres of public land to sell and invest the proceeds in an endowment fund that would provide support for colleges of Agriculture and Mechanical Arts, known as land-grant universities. The Smith-Lever Act of 1914 established the Cooperative Extension Service, a partnership between federal, state, and county governments, to connect the research, and information gathered by the land-grant universities with the general public through educational programs. This project is being funded in part by an appropriation from funds received the Deep Water Horizon Oil settlement. FDEP is contributing $414,432.00 towards the construction of this project. BACKGROUND: As a result of a settlement related to the Deep Water Horizon Oil Spill, FDEP has allocated funds to assist with stormwater improvement projects. FDEP staff has identified two projects from the Gap Creek Watershed Water Quality Study (performed in 2008) for funding with this agreement. The first of two projects is to make improvements to the Tanglewood Stormwater Basins. Plans call for side slope reconstruction/stabilization, control structure replacement and basin expansion. The second project will make improvements to the Overbrook retention area. At this site there will be a significant amount of basin expansion and control structure replacement. Funding provided from FDEP is required to be strictly utilized for project construction. To further expand the partnership, the Northwest Florida Water Management District (WMD) is serving as a partner in the project by performing all of the design and permitting aspects of both projects. Okaloosa County staff will perform all construction inspections and contract administration as our match to the project. Should construction costs exceed the grant limits, it would be the responsibility of the County to cover those costs. Staff has been diligent to work with FDEP and the WMD to develop a project design that will remain within the provided grant limits. Once the grant is fully executed by both FDEP and Okaloosa County and all permits are received, staff will advertise for construction bids. Both projects will be bid together with an anticipated construction duration of 120 days. The maximum amount to be provided by FDEP for construction is $414,432.00. OPTIONS: Authorize, or not authorize, the Chairman to execute Grant Agreement No. S0697 with FDEP to receive $414,432.00 from FDEP for Improvements to the Tanglewood and Overbrook Stormwater Basins.
