BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: October 20, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Request to Purchase Additional Park Land Adjacent to Eagle Park DEPARTMENT: Public Works BCC DISTRICT: 1 STATEMENT OF ISSUE: Request Board approval to purchase approximately 1.03 acres located at 2982 E James Lee Blvd. for the expansion of the existing county park, Eagle Park, in District 1. BACKGROUND: The property located at 2982 E James Lee Blvd. (approx. 1.03 acres) is available for purchase. The property is adjacent to an existing small county neighborhood park known as Eagle Park. Currently the amenities located in Eagle Park consist of 2 small benches, a picnic table and trash receptacles. The park is currently sparingly used by the residents in the Del Cerro Vista subdivision. The purchase of the additional property would allow space for additional amenities such as a play structures and picnic pavilions to be incorporated with the existing amenities in Eagle Park. This would provide an added neighborhood park that would service residents in District 1 which has the least amount of parks at this time. An appraisal performed in July by Humphrey and Associates, Inc. returned an appraised value of $90,000. However, a major concern with cost was the additional factor associated with the amount of demolition and cleanup work that will be required before any new construction could begin on the property. With the added cost associated with demolition, Parks staff presented a verbal offer of $45,000. In working with the owner’s real estate agent a counter verbal offer of $48,000 has been agreed on. A potential funding source for the proposed property would be the Neighborhood Park Fee fund which currently has $51,000 that was collected from developments in District 1, these funds must be used by FY17. The lack of available park land in District 1 limits the potential for expenditure of these funds. OPTIONS: Approve/Disapprove the purchasing of the property located at 2982 E James Lee Blvd. for $48,000 for the expansion of Eagle Park in District 1. RECOMMENDATIONS: Request Board approval to purchase approximately 1.03 acres at 2982 E James Lee Blvd. for $48,000 utilizing funds from the Neighborhood Park Fee fund for the expansion of Eagle Park in District 1. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
