STATEMENT OF ISSUE: [PUR] Request approval to award to Lord & Son Construction, Inc.,
for the Checked Baggage Screening Project (RFB AP 37-15) at the Destin-Fort Walton Beach
Airport for $3,670,500. (District: 2)
BACKGROUND & ANALYSIS: The Airport Department requested bids for the construction
of a checked baggage screening system at the Destin-Fort Walton Beach Airport. The submittals
were due April 29, 2015 and three (3) respondents submitted bids. The Airport staff have
reviewed the responses and determined along with the recommendation of the consulting firm,
Michael Baker Jr., Inc. that Lord & Son Construction, Inc., was the most responsive respondent
with the lowest submitted price of $3,670,500. This price includes the base bid of $3,502,100,
alternate #2 for $75,400, and alternate #3 for $93,000. (Explanation of the alternates are provided
in the attachments.) Staff requests approval to award to Lord & Son Construction, Inc., for the
construction of a checked baggage screening system at the Destin-Fort Walton Beach Airport.
Funding for this project is provided by a Other Transaction Agreement (OTA) with the
Department of Homeland Security Transportation Security Administration for a total amount of
$4,318,169. The contract will be brought back to the Board at a future meeting for approval.
OPTIONS: Approve/Deny award to Lord & Son Construction, Inc., (L&S) for the construction
of a checked baggage screening system (RFB AP 37-15) at the Destin-Fort Walton Beach
Airport for the price of $3,670,500.
RECOMMENDATION: Staff recommends approval to award to Lord & Son Construction,
Inc., (L&S) for the construction of a checked baggage screening system (RFB AP 37-15) at the
Destin-Fort Walton Beach Airport for the price of $3,670,500.
