MEDICAL ASSISTANCE
The Okaloosa Island Fire Department, Destin Fire Control District, and Okaloosa EMS are
primarily responsible for medical emergencies in the areas of the county affected by spring
break. Okaloosa Public Safety and Destin Fire Control District have Lifeguards, which are
stationed along Okaloosa Island and Destin Beach during daylight hours. In the event of a
medical emergency, the Communications Center will be notified, who will in turn notify EMS.
EMS will respond to the incident in a manner established by EMS policy and procedure.
Members of the Okaloosa County Sheriff Office will assist with first responder procedures, and
secure the safety of the scene. Fort Walton Beach Medical Center, located at 1000 Mar Walt
Drive in Fort Walton Beach, is the primary medical receiving facility for the area of the event
west of Airport Road Destin. Sacred Heart Hospital on the Emerald Coast, located at 7800 U.S.
Hwy. 98 West Miramar Beach F1. 32550, is the primary medical receiving facility for the area of
the event east of Airport Road Destin. Both Sacred Heart and Baptist Hospitals, located in
Pensacola Florida, have helicopter transport for critically injured patients. The mode of
transportation, as well as the locations of transportation, will be the responsibility of EMS/Fire
Scene Command.
SPRING BREAK SCHEDULE
Units assigned to Spring Break Patrol will operate from noon to midnight on an Alpha/Charlie
and Bravo/Delta rotation. This rotation will provide twelve hours of coverage seven days a
week, and will cover the entire Spring Break season. Our contingency plan if implemented will
cover the five weeks of Spring Break that historically resulted in most lawless activities.
The Spring Break supervisor on-duty will make the decision as to staying on the beach, or
patrolling the inshore areas frequented by “Spring Breakers”. In the event staffing does not
allow full coverage, NO UNIT WILL PATROL THE BEACH DURING THE HOURS OF
DARKNESS ALONE. If more coverage than allotted Units are available, additional Part-Time
and Posse Units will be utilized as “spotters™ for illegal activity and will do so by moving from
beach access to beach access, and patrolling the inshore areas frequented by “Spring Breakers”.
Normal Spring Break Staffing would include; 1 beach patrol deputy in Destin and 1 Beach patrol
deputy on Okaloosa Island per day.
Spring Break Contingency Plan: Implementation of the Contingency plan requires the
following per day;
4|Page
8 Deputies plus a supervisor which includes;
2 Patrols on Okaloosa Island/Beach
2 Patrols on Destin/Beach
1 Patrol Crystal Beach
1 Rover which will assist with transfers to Mobile Command Post/Processing Area
2 Transportation Deputies to transfer to County Jail.
1 Supervisor/Sergeant
Additional Equipment/Vehicles includes 2 Transport Vans, Mobile Command Post, and 4-
ATVS.
With the initiation of the Contingency Plan, the twelve hour Alpha/Charlie Bravo/Delta schedule
will be observed. The hours of operation will be from 1200 to 2400 seven days a week, and will
last until such time as Command Staff deems it to be no longer required. It is understood the
schedule is subject to change based upon the level of criminal activity.
COMMAND POST/PROCESSING STATION
The Command Post/Processing Station will be staged at Henderson Beach Park “C” pavilion
arca which is located at the south east end of the park.. Located at the Command
Post/Processing Station each day will be two Booking Vans with transport deputies. At no time
will prisoners be left unattended. Coordination should be made to ensure at least one van is
available for prisoner detention while the other is traveling to and from the jail.
ASSIGNMENT ZONES
Each shift, two deputies will be assigned to the beach on ATVs in Zone 24, and two deputies in
Zone 25/27. One deputy will be assigned to the Crystal Beach Subdivision in Zone 27 and one
deputy assigned as a rover, each will operate out of a patrol vehicle, will also provide transport
from the arrest location to the mobile booking location. Two transport deputies will be assigned
to the Mobile Booking/Command Post. The Sergeant will have overall control of all Spring
Break related activities and may adjust assignments to meet operational needs.
ARREST/BOOKING PROCEEDURE
5|Page
Upon making a physical arrest, beach assigned deputies will call for the transport vehicle to meet
them at the closest convenient beach access point to the arrest. While waiting for the transport
vehicle to arrive, assigned deputies will complete an arrest report on their MCT. Once the
transport vehicle arrives, the prisoner will be loaded into the transport vehicle, the arresting
deputy will utilize the transport vehicle’s printer to print the arrest report, and will swear to and
sign said arrest report. The prisoner will be transported to the Command Post/Processing
Station. The transport deputy will transfer the prisoner to one of the transport vans, until such
time as the van is near capacity. At that time, the prisoners will be transported to the Okaloosa
County Jail. In the event the beach assigned deputies physical arrests at one location exceed the
capabilities of the transport vehicles, a transport van will be utilized. Transport vehicles being
utilized in Zone 24 will have the option to transport the prisoner to the Command
Post/Processing Stations, or to Booking. The decision to take Zone 24 prisoners to Booking will
be made by the Sergeant, and will be based, in part, on traffic volume and number of prisoners
being processed. Juveniles will be issued NTA’s, and released to a parent or a guardian, at or
near the arrest location.
COMMUNICATIONS
Okaloosa County Sherift’s Office personnel will operate on Channel 3. All notifications of
outside agencies required for assistance such as Fire, EMS, and Beach Safety (Life Guards) will
be requested though The Okaloosa County Sheriff’s Office Communications Center. In the
event a direct line of communication is required with Fire, EMS, or Okaloosa Island Beach
Safety, the “SLERS” communication system may be utilized. Deputies may utilize “SLEARS”
Bank 1 Channel 3 “SO EAST” to coordinate enforcement activities. NOTE: WHILE “SO
EAST” IS MONITORED BY THE COMMUNICATIONS CENTER, THE CHANNEL IS NOT
MANNED AND SHOULD ONLY BE UTILIZED FOR NON-COORDINATION OR
EMERGENCY TRAFFIC AS A LAST RESORT.

Contingency Funding
Due to extremely violent activities coupled with National Media attention, Bay and Walton
Counties resorted to physical arrests in an attempt to curb the lawlessness. We anticipate this

activity will migrate into our county. To allow for physical arrests during this time requires the
activation of a mobile booking facility similar to the procedure utilized during the Billy Bowlegs
event. This is manpower intensive and beyond our capabilities with normal staffing. Our only
way of dealing with the anticipated activities will be filling needed positions with overtime
personnel. Below is an estimated cost for overtime to provide for a minimal increase in coverage
and transport personnel to transfer arrestees to the county jail.
2016 SPRING BREAK OVERTIME PERSONEL COST
Per Day Man Hours Average Cost Per Hour Total
4 Deputies 3 patrol and | 1680 $42.52 $71,433.60
1 Rover/Transport
2 Booking Deputies for | 840 $42.52 $35,716.80
transfer to OCJ
Per week $26,787.60
Total $107,150.40
**The above personnel cost is based on the average cost per hour of green sheet overtime pay. Analysis
of last year’s activities revealed the most active times to be weeks 2-6 of the Spring Break period.
Unknown factors include but are not limit to the individual employee salary being more or less than the
average and unforeseen overtime. The above costs do not include the regular Beach Patrol deputies
or supervision.
