BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: September 15, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Amended PJ Adams TRIP Agreement with FDOT DEPARTMENT: Public Works BCC DISTRICT: 3 STATEMENT OF ISSUE: In an effort to assist local jurisdictions with off-system roadway improvements, the Florida Department of Transportation (FDOT) utilizes the Transportation Regional Incentive Program (TRIP) as a way to dedicate funds. The attached TRIP agreement was presented to the Board April 4, 2014 and approved allowing the FDOT and County to partner up for a $4.4 million dollar project geared towards improvements on PJ Adams Parkway. In order to accept the funds from FDOT, the Board of County Commissioners must adopt a resolution supporting the project and authorize the chairman to execute the agreement. The TRIP has been amended, replacing Exhibit C Schedule of Funding. The estimated County share of the project is $2,200,000. The County may want to contribute rights of way for the Project as all or part of its matching share. BACKGROUND: As part of the ongoing effort to make capacity improvements to PJ Adams Parkway, Public Works' staff has been working with FDOT staff to find ways to joint venture on project improvements. Through the TRIP program, FDOT has agreed to match $2.2 million dollars of county funds (for a project total of $4.4 million) to complete the full four lane design from SR 85 to Interstate 10 and to acquire right of way from SR 85 to Ashley Drive. The proposed four lane widening will follow the recommendations of the previously approved PD&E study for PJ Adams Parkway / Antioch Road. The Board voted and approved to enter contract with HDR, Inc for design services as it relates to the widening of PJ Adams Parkway. In anticipation of this agreement, Public Works has been programming funds over the past few years to serve as the program match. The $2.2 million match provided by Okaloosa County is currently available and budgeted. It is anticipated that once Okaloosa County is successful with this project that future TRIP agreements to further the right of way acquisition and construction will be made available from FDOT. This amendment does not alter the amount of money provided by FDOT or required by the County, it is solely intended to clarify that all aspects of the agreement are to be shared 50/50 by both parties. OPTIONS: Approve/Dissapprove execution of the attached amendment (Exhibit "C") and resolution by the Chairman for the PJ Adams Parkway TRIP Agreement with FDOT. RECOMMENDATIONS: Approve execution of the attached amendment (Exhibit "C") and resolution by the Chairman for the PJ Adams Parkway TRIP Agreement with FDOT. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
