Bluewater Bay Stormwater Hazard Mitigation Improvements March 22, 2016 l. PURPOSE Localized flooding is occurring in certain residential areas associated with Curacao Way, Dominica Way, Southwind Drive and Aruba Way in Niceville, Florida following high-intensity storm events. This scope of services describes professional services to be performed by AVCON, INC. (“CONSULTANT”) to facilitate an inventory and hydraulic study of the stormwater systems associated with a portion of the Bluewater Bay drainage system spanning from the north end of Southwind Drive to the outfall at Grass Lake. This project shall evaluate the drainage basin association with the areas of concern to identify deficiencies in the individual components of the drainage system. The project shall identify upgrade recommendations to address the flooding and analyze the impacts to the downstream ponds and waterways flowing to Grass Lake. The results of these efforts will be utilized to develop construction documents intended to improve drainage and to mitigate future hazards associated with the existing drainage basin. The work shall include permitting for the proposed improvements. The improvements, when completed, shall minimize or eliminate future structural damage and provide protection to the surrounding properties in the area by minimizing recurring flooding and reducing repetitive flood loss to properties. The completed project shall provide protection against a 25-year storm event. The work will be funded through the Hazard Mitigation Grant Program, DR-4177-06-R, as approved by the Florida Division of Emergency Management and the Federal Emergency Management Agency (Project 4177-06-R). The work shall include preliminary engineering designs and calculations and permitting and shall be completed in accordance with all applicable federal, state, and local laws, regulations, and codes. No construction activities shall be initiated during this project. . PROJECT LIMITS The limits of the drainage basin to be considered in the study are those contributing to the outfall traversing Curacao Way as approximated in Attachment B. Hi. SCOPE OF SERVICES The following items describe the tasks comprising the scope of services for this project. TASK 1: POND AND ASSOCIATED CONVEYANCE SYSTEM INVENTORY Task 1 of this project shall include an inventory of the existing stormwater conveyance system including stormwater pipes, inlets, contributing swales, and ponds. This task shall also include analyzing the contributing drainage basins to determine the effects of the critical storm events on the system. PAGE 1 OF 7 AVCON, INC. Attachment A: Scope of Services Bluewater Bay MSBU Bluewater Bay Stormwater Hazavd Mitigation Improvements 1.1, 1.2, 1.3. 1.4. 1.5. Coordinate Project Scope, Budget, Schedule, Design Issues: CONSULTANT shall coordinate the project scope, budget, schedule, and related issues with representatives of the County and MSBU as required. Request and Collect Existing Survey/As-Built Data: CONSULTANT shall request and collect existing survey/as-built data from County Public Works survey staff to identify drainage system information required for modeling the system. Survey information shall address elevations associated with swales, stormwater pipes, non-permitted discharges, existing inlets and associated stormwater structures contributing to the study limits. No survey services are assumed in this scope; any required survey services shall be considered additional services. Review and Confirm Existing Survey/As-Built Data: CONSULTANT shall review survey data to confirm adequacy of elevation and location information related to contributing swales, stormwater pipes, non-permitted discharges, existing inlets and associated stormwater structures. No survey services are assumed in this scope. Perform Site Visit: CONSULTANT shall visit the project site to visually verify stormwater system components and general conditions of the various components. Prepare Base Map with Existing Survey Data: CONSULTANT shall prepare a base map with the hydraulic basins identified and existing stormwater system components clearly summarized. Map shall also highlight pipes that are damaged or sediment has been visually identified. TASK 2: HYDRAULIC STUDY OF STORMWATER SYSTEM Task 2 shall include the preparation of a hydraulic model to enable evaluation of the drainage system in various storm events. This evaluation shall result in the identification of system deficiencies during the assumed storms. 2.1, 2.2, 2.3. 2.4. Calculate Basin and Sub-Basin Areas: CONSULTANT shall review existing topographical data and USGS maps to determine the contributing drainage area associated with the drainage basin. Sub-basins shall also be identified within the basin to facilitate identification of runoff characteristics. Identify Runoff Characteristics: CONSULTANT shall determine water volumes from this area and determine the critical storm with a range of frequencies up through the 100- year frequency (i.e. 2, 5, 10, 25, and 100-year) and a range of durations through the 24- hour duration {i.e. 1, 2, 4, 8 and 24-hour). Prepare Hydraulic ICPR Model: CONSULTANT shall prepare a hydraulic model of the stormwater piping system and ponds to evaluate system performance and impacts of the critical storm events in the current condition. The model shall be developed using ICPR software and shall account for critical tailwater conditions. Test / Validate Model: CONSULTANT shall test the hydraulic AJICPR model to validate the model generates observed localized flooding conditions. PAGE2 OF 7 AVCON, INC. Attachment A: Scope of Services Bluewater Bay MSBU Bluewater Bay Stormwater Hazard Mitigation Improvements 2.5. Perform Alternatives Analysis; Identify Deficiencies: CONSULTANT shall perform modeling analysis to determine impacts of various high-intensity storm events. The analysis shall include identification of system deficiencies under the storm event assumptions. The analysis will also consider any tailwater impacts on the system resulting from the water levels at the basin outfall, just south of Curacao Way. TASK 3: HYDRAULIC ANALYSIS REPORT Task 3 shall include the preparation report summarizing the hydraulic model evaluation, including assumptions and results. 3.1 Prepare Hydraulic Study: CONSULTANT shall prepare a hydraulic analysis report summarizing the findings from the inventory and hydraulic analysis for the pipes/culvert systems and ponds with conveyance to Grass Lake. The report shall include recommendations pertaining to the system capacity, illegal discharges, pipe repair/replacement, and recommendations for pond/natural channel modifications that may be required to address the runoff and flooding concerns. If impacts to waters of the United States or wetlands are identified in the study, coordination with USACE shall be required. Any conditions imposed by the USACE shall be included in the final design plans, narrative and project implementation actions. 3.2 Coordinate with Bluewater Bay MSBU and Okaloosa County Public Works: CONSULTANT shall coordinate with the Bluewater Bay MSBU and County staff to discuss issues and other factors that may affect the overall performance of the system and the project results in general. CONSULTANT shall also participate in a meeting with Bluewater Bay MSBU to review the recommendations and any comments the board may have. TASK 4: PHASING PLAN & BUDGETS Task 4 includes preparing budgets for stormwater hazard mitigation improvements and any phasing recommendations that may apply. 4.1 Prepare Estimated Project Budgets: CONSULTANT shall provide an engineer’s opinion of recommended budgets for the improvements required to improve the existing stormwater system. Budgets shall detail the probable construction costs, professional services costs, with recommended contingencies. 4.2 Provide Phasing Recommendations: CONSULTANT shall provide recommendations assigning priorities on repairing or replacing stormwater pipes, outfall structures, and other pond modifications to ensure the most effective implementation strategy based on available funding. TASK 5: PROFESSIONAL DESIGN PHASE SERVICES—0-90% DESIGN Based on the recommendations from Task 3 and Task 4, Task 5 includes the development of 90% design plans implementing the stormwater improvements recommended for the basin. It is anticipated the FDOT Specifications for Road & Bridge Construction, latest edition, will serve as the basis for technical specifications. PAGE3 OF 7 AVCON, INC.
